MEMORIALIZING Governor Andrew M. Cuomo to proclaim
March 5, 2021, as Three Fifths Clause Awareness Day
in the State of New York
WHEREAS, The three fifths clause is the section in the United States
Constitution that set the stage for inequality, prejudice,
discrimination, bigotry, and oppression towards the Blacks in America;
and
WHEREAS, Three Fifths Clause Awareness Day calls attention to the
so-called three fifths clause in the United States Constitution which
required that three-fifths of the African slave population in a state be
counted towards a state's apportionment for congressional
representation; and
WHEREAS, This requirement conflicted with the fact that slaves
lacked being recognized as United States citizens; it also brought
recognition to their civil rights and voting rights; now, therefore, be
it
RESOLVED, That this Legislative Body pause in its deliberations to
memorialize Governor Andrew M. Cuomo to proclaim March 5, 2021, as Three
Fifths Clause Awareness Day in New York State; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to The Honorable Andrew M. Cuomo, Governor of the State of
New York.
