MOURNING the death of William Lloyd Bibbie, III,
distinguished citizen and devoted member of his
community

WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and this
great Empire State; and

WHEREAS, William Lloyd Bibbie, III of Ithaca, New York, died on
Saturday, March 6, 2021, at the age of 73; and

WHEREAS, Affectionately known as Bill, William Lloyd Bibbie, III was
the son of the late William L. Bibbie, Jr. and Corinne Bibbie Smith; and

WHEREAS, William Lloyd Bibbie, III served his country as a member of
the United States Air Force as a Military Police Sergeant; and

WHEREAS, Following his military service, William Lloyd Bibbie, III
returned home and continued his public service through his appointment
as a Tompkins County Sheriff's Deputy in February of 1972; and

WHEREAS, He made history as the first African-American to be hired
as a Deputy Sheriff by the Tompkins County Sheriff's Department; and

WHEREAS, William Lloyd Bibbie, III distinguished himself in his
profession and by his sincere dedication and substantial contribution to
the welfare of his community; and

WHEREAS, His extraordinary professionalism and extensive knowledge
of the job earned him a promotion to the esteemed position of Sergeant
Deputy Sheriff in July of 1981; and

WHEREAS, In this capacity, Sergeant Deputy Sheriff Bibbie, III
served as Shift Commander and Road Patrol Supervisor until his
retirement in 1983; and

WHEREAS, William Lloyd Bibbie, III's commitment to excellence, and
his spirit of humanity, carried over into all fields of enterprise,
including charitable and civic endeavors; and

WHEREAS, Remaining committed to public safety, he later served as
Supervisor of Security and Fire Protection at Borg Warner Automotive;
Park Aide at Taughannock Falls State Park, where he enjoyed patrolling
the trails and greeting visitors; and Police Commissioner on the City of
Ithaca Community Police Board; and

WHEREAS, Upon his passing, several people in the community shared
with members of the Bibbie family that William Lloyd Bibbie, III was
their inspiration in pursuing a career in law enforcement; and

WHEREAS, Predeceased by six of his siblings, Roy, Steven, Horace,
Arleathia, Olivia and John, William Lloyd Bibbie, III is survived by his

wife, Janie E. Bibbie; daughter, Elizabeth (Edward) Shields; and two
grandchildren, Emily and Wyatt; as well as eight siblings, Stephanie,
Earl, Elizabeth, Valerie, Florence, Clarissa, Mabel, and William; and

WHEREAS, William Lloyd Bibbie, III enjoyed fly-fishing, photography,
long drives, and had a natural talent for cooking great food; he was
also an avid reader, loved history, and had a great sense of humor; he
will be deeply missed and truly merits the grateful tribute of this
Legislative Body; and

WHEREAS, Armed with a humanistic spirit and imbued with a sense of
compassion, William Lloyd Bibbie, III leaves behind a legacy which will
long endure the passage of time and will remain as a comforting memory
to all he served and befriended; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of William Lloyd Bibbie, III, and to express its most
sincere condolences to his family; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of William Lloyd Bibbie, III.
