HONORING outgoing President Jamie Phillips for her
ceaseless dedication to the Association of School
Business Officials of New York

WHEREAS, Individuals who give of their time and energies and serve
the best interests of their communities are an asset beyond remuneration
and cannot be sufficiently extolled; and

WHEREAS, Jamie Phillips has given not only of her time and energy
but also of her competence, intelligence and leadership; and

WHEREAS, This Legislative Body is justly proud to honor outgoing
President Jamie Phillips for her ceaseless dedication to the Association
of School Business Officials of New York, to be celebrated at its
Education Summit and Expo on June 7-11, 2021; and

WHEREAS, A member of the Association of School Business Officials
(ASBO) New York Board of Directors for several years, Jamie Phillips
currently serves as Board President; in this capacity, she has served
with loyalty, honor and distinction, earning the admiration, esteem and
affection of her colleagues and the community-at-large; and

WHEREAS, An active member of New York State ASBO since 2004, Jamie
Phillips has been a member of its professional development committee
since 2017, and served the membership committee for six years; and

WHEREAS, Jamie Phillips is also currently on the Board of Directors
of her local ASBO chapter (Western), where she has held the presidency
and other local chapter leadership positions in past years; in 2017,
this group named her the Business Official of the Year for Western New
York; and

WHEREAS, Under the able leadership of Jamie Phillips, ASBO New York
tirelessly supports the professional growth of its members, serves as
the leading resource on school finance, and advocates to ensure quality
education for all students; and

WHEREAS, Throughout her illustrious tenure with ASBO New York, Jamie
Phillips has been truly instrumental in the progress the Association has
made in the past several years, particularly in becoming the premier
Association to consult on all school finance-related matters; and

WHEREAS, As President of ASBO New York throughout the coronavirus
pandemic, Jamie Phillips has shown tremendous commitment, adaptability,
and resourcefulness as an expert in school business; she has spent
countless hours meticulously reviewing the ASBO policy manual to ensure
the organization is doing everything it could to best represent its
members and to provide the most impactful services possible, all while
keeping her sense of humor and even temperament; and

WHEREAS, In recognition of her outstanding volunteer service and
commitment to the Association and its Chapters, this extraordinary woman

was also nominated for the ASBO George A. Perry Volunteer Service Award;
and

WHEREAS, In addition to her state and local ASBO service, Jamie
Phillips serves as the Chair of the New York State School Safety Group
491, a trustee of the School and Municipal Energy Cooperative (SMEC) and
a member of the Utica National Insurance Steering Committee; and

WHEREAS, Furthermore, she has been an annual presenter for the Erie
County School Board Association's fiscal oversight training and has also
presented at various other workshop and conference opportunities; and

WHEREAS, Jamie Phillips holds a Bachelor of Science degree in
Business Administration from SUNY Geneseo, as well as a master's degree
in Educational Administration and a Certificate of Advanced Study in
School Business Administration from SUNY Brockport; she also holds both
a NYS SBA and SDA certification; and

WHEREAS, Professionally, Jamie Phillips has served as the Assistant
Superintendent for Business and Support Services at Lancaster Central
School District (CSD) since 2010, prior to which, she served both
Oakfield-Alabama Central School District and Warsaw Central School
District as the School Business Administrator; and

WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others, which Jamie Phillips has displayed
throughout her life; and

WHEREAS, It has always been the objective of this Legislative Body
to honor and support those individuals who have displayed their
commitment to the betterment of their communities, and it is the intent
of this Legislative Body to inscribe upon its records, this tribute to
Jamie Phillips, that future generations may know and appreciate her
admirable character, her many benevolent deeds, and the respect and
esteem in which she is held by her peers; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor outgoing President Jamie Phillips for her ceaseless dedication to
the Association of School Business Officials of New York, and to wish
her continued success in all her future endeavors; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Jamie Phillips.
