Senate Resolution No. 1231

CONGRATULATING Dr. David Evelyn upon the occasion
of his retirement after 25 years of distinguished
service as Vice President of Medical Affairs for the
Cayuga Health System

WHEREAS, It is the custom of this Legislative Body to commend
individuals whose professional commitment and dedication enhance the
excellence of health care in their community and the great State of New
York; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
congratulate Dr. David Evelyn upon the occasion of his retirement after
25 years of distinguished service as Vice President of Medical Affairs
for the Cayuga Health System; and

WHEREAS, In the faithful performance of his duties and
responsibilities, Dr. David Evelyn's ongoing efforts and notable
achievements have significantly contributed to bettering the quality of
life in his community; and

WHEREAS, Under the luminous leadership of Dr. David Evelyn, the
Cayuga Health System has grown substantially and become a regional
destination for health care through numerous initiatives such as the
launch of interventional cardiology and clinical collaborations with
Rochester Regional Health for heart care, Mayo Labs for laboratory
services, University of Rochester Medical Center for Neurosciences, and
Roswell Park for Cancer Services; and

WHEREAS, Dr. David Evelyn is most proud of the patient safety
program he launched in 2005; today, it remains a key tool in the success
of the Cayuga Health System; and

WHEREAS, Dr. David Evelyn created a new position of chief patient
safety officer to work with many clinical and support departments to
establish a much higher level of patient safety awareness, engagement,
and consistency by launching annual mandatory safety education for
employees, establishing a quality and patient safety committee of the
Board of Directors, creating safety checklists for procedures,
re-educating the team about their time-out protocol for all clinical
procedures, launching Lean Six Sigma which has established a network of
process improvement expertise throughout the organization, and
conducting frequent root cause analysis reviews; and

WHEREAS, Through Dr. David Evelyn's vision overseeing recruitment,
the Cayuga Health System's surgical and other clinical programs have
expanded and Cayuga Medical Associates has also experienced substantial
growth, which has benefited their patients and the entire region; and

WHEREAS, During the COVID-19 pandemic, Dr. David Evelyn fostered a
closer collaborative working relationship between the medical staff and
nursing through surge planning/execution and their ability to flow
patients through the hospital and health system; and


WHEREAS, Dr. David Evelyn was also instrumental in moving the new
residency program forward by hiring an Associate Program Director and
overseeing their successful application to launch the program, and
oversaw the first DSRIP application, where he served as Chair of the
Clinical Governance Committee; and

WHEREAS, In addition to his valuable work with the Cayuga Health
System, Dr. David Evelyn was a member of numerous Health Care
Association of New York State (HANYS) committees and served as the
liaison between the New York State Department of Health and the Tompkins
County Health Department; he also represented Cayuga Health with board
membership at the Human Services Coalition of Tompkins County and the
United Way, and served on the Mayor's task force to address the opioid
epidemic; and

WHEREAS, For the past 25 years, Dr. David Evelyn rendered faithful,
conscientious and valuable service to Cayuga Health System; in his
capacity as Vice President of Medical Affairs, he served with loyalty,
honor and distinction; and

WHEREAS, In his official acts, Dr. David Evelyn was governed by a
keen sense of duty and always showed a unique grasp of human problems;
and

WHEREAS, During his tenure with Cayuga Health System, Dr. David
Evelyn earned the admiration, esteem and affection of his colleagues;
and

WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Dr. David Evelyn upon the occasion of his retirement, and
to wish him well in all his future endeavors; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Dr. David Evelyn.
