Senate Resolution No. 2342

HONORING Michele A. Sparks upon the occasion of
her retirement after 36 years of distinguished
public service to New York City government

WHEREAS, It is the sense of this Legislative Body to recognize and
honor those distinguished citizens of this great Empire State who have
devoted themselves to faithfully serving the best interests of their
community and the needs of its residents; and

WHEREAS, Attendant to such concern and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Michele A. Sparks upon the occasion of her retirement after 36 years of
distinguished public service to New York City government on Thursday,
May 5, 2022; and

WHEREAS, For nearly four decades, Michele A. Sparks gave tirelessly
of her time and energies as a steadfast public servant to the citizens
of New York City, providing her beloved community with exceptional
counsel and leadership; and

WHEREAS, A native of Port-Au-Prince, Haiti, and long-time resident
of Queens, New York, Michele A. Sparks earned a bachelor's degree in
sociology from Hunter College; and

WHEREAS, Throughout her illustrious career of service to others,
Michele A. Sparks worked in Child Support, Family Court, the Shelter
System, and most extensively, in the Home Care Services Program's
Community Alternative System Agency (CASA); and

WHEREAS, Michele A. Sparks made extraordinary contributions and
demonstrated tremendous dedication in striving to facilitate the
delivery of vital Social Services to homebound clients of the City's
Human Resources Administration in her role of Case Supervisor for the
Jamaica, Queens CASA throughout the current global health pandemic; and

WHEREAS, Under the able leadership of Michele A. Sparks, this vital
organization within the Department of Social Services helps countless
homebound Queens residents remain in their homes while receiving
personal care, meals and housekeeping services; and

WHEREAS, For the past 36 years, Michele A. Sparks rendered faithful,
conscientious and valuable service to the City of New York, serving
those in need with loyalty, honor and distinction; and

WHEREAS, Renowned as a family-oriented, devout Christian and
conscientious worker, Michele A. Sparks has demonstrated her shining
loyalty and commitment to those who have had the privilege to work
beside her in her selfless endeavors; and

WHEREAS, With her throughout have been her beloved husband, Laurence
Sparks, and her four children, Gabriel, Susanne, Joel, and Benjamin; and

WHEREAS, Rare indeed is the occurrence of such a compassionate
blending of strength, leadership, intellect, and commitment as that
demonstrated by Michele A. Sparks over a lifetime of sacrifice and
dedication to others; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Michele A. Sparks upon the occasion of her retirement after 36
years of distinguished service, and to wish her great success in her
future endeavors; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Michele A. Sparks.
