Senate Resolution No. 726

COMMENDING Officer Paul Moore upon the occasion of
being named the 2021 Corrections Officer of the Year

WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished officers and citizens who would devote
themselves to public service, demonstrating great courage and diligence
in providing for the care and welfare of the citizens of their
communities and this great Empire State; and

WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their
exemplary contributions and service on behalf of others; and

WHEREAS, This Legislative Body is justly proud to commend Officer
Paul Moore upon the occasion of being named the 2021 Corrections Officer
of the Year for coming to the aid of a fellow officer who was suddenly
stricken; and

WHEREAS, On June 11, 2020, Officer Paul Moore was on duty in the
staff dining room at the Delaware County Corrections Facility when he
observed fellow officer, Keenan Kelly, stand up and silently walk away
from his table and approach a trash can in apparent distress; and

WHEREAS, Officer Paul Moore immediately reacted, and went to Officer
Kelly and asked if he was ok; after he shook his head no, Officer Moore
realized he was choking, and his skin was quickly changing color; and

WHEREAS, Using his medical first aid training, Officer Paul Moore
quickly administered the Heimlich Maneuver, however, his first series of
thrusts were unsuccessful in dislodging the object Officer Kelly was
choking on; after using harder thrusts, the object was finally
dislodged, and Officer Kelly was able to breathe and talk again; and

WHEREAS, Due to Officer Paul Moore's astute and heroic actions,
Officer Keenan Kelly was saved from certain death; not only were his
actions remarkable, but his humble demeanor afterward was extraordinary;
and

WHEREAS, It is the sense of this Legislative Body that those
dedicated public servants who unselfishly devote their lives to the
preservation of order and the protection of others are worthy and due
full praise for their commitment and noble endeavors; now, therefore, be
it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Officer Paul Moore upon the occasion of being named the 2021
Corrections Officer of the Year; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Officer Paul Moore.
