Senator Montgomery is honored with the Percy E. Sutton Award during the 49th Annual Scholarship Dinner Gala. The New York State Association of Black and Puerto Rican Legislators, Inc.'s 49th Annual Legislative Conference "There is Power in Numbers…Get Counted" was held in Albany, New York from February 14-16, 2020.

The New York State Association of Black and Puerto Rican Legislators, Inc. holds their Annual Legislative Conference in Albany with a plethora of informational workshops, receptions, and host a widely attended Gala in which the proceeds go towards a scholar fund for underprivledged youth. This year was especially different as Senator Velmanette Montgomery was awarded with the Association's most prestigous honor, the Percy E. Suton Empire State Nation Builder award, as a small token of appreciate for all the work she has done for the advancement of communities of color.

During the Dinner Gala the Association featured a video presentation of some of the most memorible moments of Senator Velmanette Montgomery's career. Chairwoman Tremaine Wright highlighted that throughout Senator Montgomery's decade-spaning career she has been a staunch advocate for improving the overall quality of life for all children and families throughout the state.
