Working with community partners, including Olie Olson of the Genesee Valley Educational Partnership, and Livingston County Highway Superintendent Don Higgins, the open-air monument consists of 255 veteran-made metal poppies making up the red stripes of a 65x125-foot walkable American flag. A true community effort, the
oldest participating veteran was 98 and the youngest volunteer was four.

His advocacy for the Dwyer Peer Support Program to prevent suicide and for veteran services resulted in 150% more revenue to each county Veteran Service Agency in New York.

Mr. Skinner is New York State County Service Officer Association President, National Association of Counties Veterans and Military Families Vice Chairman, a member of the National Association of County Veterans Service Officers and Finger Lakes Veterans Advocacy Council President.
