Kim Smith

Kim Smith is a decorated law enforcement officer with 25 years of service with the Delaware County Sheriff’s Office. Most recently, she was appointed Undersheriff, becoming the first woman to hold the post.
Ms. Smith started as a part-time correction officer in 1997. Upon graduation from the Otsego County Law Enforcement Academy in 2001, she joined the Road Patrol Division, serving there for more than two decades.
In December 2004, Ms. Smith received the Sheriff’s Department Employee of the Quarter Award in recognition of her outstanding dedication to duty and desire to improve herself. She was chosen as Delaware County Employee of the Month in December 2009, and was highly regarded by then-Sheriff Thomas Mills, who remarked, “Kim is an excellent ambassador for the Delaware County Sheriff’s Office and for her profession.”
In June 2015, Ms. Smith was promoted to Corporal, continuing her road patrol and evidence custodian duties until January 2016, when she transitioned off the road into the position of Agency Accreditation Manager. She also took on and oversaw a number of additional agency responsibilities before being promoted to the position of Sergeant in February 2019 – the first female to hold the title in Delaware County.
Ms. Smith received the prestigious Sheriff Carl Draxler Award, given annually by the NYS Sheriff’s Institute, in January 2020. The Award recognizes exceptional career achievements, conscientious devotion to duty, and a spirit of selfless public service. She was also acknowledged for her role in helping the Delaware County Sheriff’s Office earn re-accreditation in its Law Enforcement Division by the NYS Division of Criminal Justice Services in March 2020.
Most recently, in May 2022, Ms. Smith was named Undersheriff by Sheriff Craig Dumond, whose praise is evident in his statement, “Sergeant Kim Smith brings an impeccable degree of experience, character and integrity, and I am completely confident in her abilities to assist me in leading our agency progressively into the future. I am a very blessed sheriff indeed.”
Ms. Smith and her husband, Donald, a self-employed dairy farmer and town council member, live in Franklin, Delaware County, and have raised four successful children together.
