18 THE PRESIDENT: Senator
19 DeFrancisco.
20 SENATOR DeFRANCISCO: Thank you,
21 Madam President.
22 I'm very proud to rise and
23 congratulate this outstanding group of young
24 men. We bring many champions from the
25 Syracuse area, including the national

1 basketball NCAA basketball champions a few
2 years ago. It's a breeding ground of
3 championships in our area in Central New York.
4 There's a couple of things that
5 weren't mentioned in the resolution that I
6 think are pretty interesting, not only the
7 success of I think it was 14-0 on your regular
8 season, but the total score for the year, 434
9 goals for OCC, 80 for their opponents; 101-25
10 as far as the National Junior College Athletic
11 Association's national championship run. I
12 mean, that's unbelievable. The most dominant
13 lacrosse team in NJCAA history. I mean, these
14 are truly very successful people.
15 Along the way, they squeaked by
16 Broome Community College, Tom, they just snuck
17 by Broome Community College 26-1. And they
18 just came pretty close, Herkimer Community
19 College -- Ray is not here, Ray Meier, but
20 23-11. That was actually very good, 11 goals
21 against this team.
22 As far as the other scores, they're
23 just as impressive. And, finally, the
24 national championship, which is something that
25 OCC won for the first time, which no doubt

1 they're going to win many times again.
2 A couple of outstanding
3 achievements. Sid Smith was honored twice by
4 having been named Region III Player of the
5 Year as well as the National Junior College
6 Athletic Association's Defensive Player of the
7 Year.
8 Nick Gatto was honored twice as
9 Conference Player of the Year and National
10 Junior College Athletic Association Offensive
11 Player of the Year.
12 Now, listen to this one. Eight
13 players were named to the Mid-State All
14 Conference Team, 15 players to the All Region
15 III Team, and eight players named
16 All-American. Now, that is absolutely
17 impressive.
18 And probably the most impressive
19 thing, my chief of staff is up there, Carole
20 Luther. She says, at the top, "Great group."
21 So the great group is just as important.
22 They're good kids and doing extremely well in
23 what they're doing not only on the field but
24 off the field as well.
25 So thanks for being here.

3 Thank you.
4 THE PRESIDENT: Senator Nozzolio.
5 SENATOR NOZZOLIO: Thank you,
6 Madam President. On the resolution.
7 Madam President and my colleagues,
8 I rise to congratulate this outstanding group
9 of young men and to thank Senator DeFrancisco
10 for creating this special recognition.
11 This team, as Senator DeFrancisco
12 so well stated, deserves our total accolade.
13 This is a genuine big deal. And that as one
14 who represents the district just to the west
15 of Senator DeFrancisco, I can say that all of
16 Central New York and the greater Finger Lakes
17 region took great pride in knowing that we had
18 the Junior College champion, as well to the
19 south, Division III champs with Cortland, that
20 we had the chance to see again our great
21 Syracuse University Lacrosse Team in the final
22 four.
23 New York State and particularly
24 Central and Western New York is very well
25 represented in this great sport. Lacrosse is
Candyco Transcription Service, Inc.
(518) 371-8910
3659
1 one of the fastest-growing sports in the
2 country. And that to have so many teams so
3 well represented in our state, and
4 particularly in upstate, gives us all great
5 cause for pride.
6 Onondaga Community College, we all,
7 from your neighbors to the west and Cayuga
8 County in particular, thank you and
9 congratulate you for your great performance.
10 Lacrosse is a Central New York game and we are
11 the hotbed of lacrosse. And we're very
12 pleased that you are carrying that mantle so
13 well.
14 My only request is, stay in
15 New York. Go to Syracuse, go to Cornell, go
16 to Hobart and keep your wonderful talents --
17 maybe even Nazareth -- keep your talents
18 working well for us in Central New York and
19 Western New York.
20 Congratulations. Great job. We're
21 all very proud of you.
22 THE PRESIDENT: On the
23 resolution, all in favor please signify by

15 SENATOR DUANE: Thank you, Madam
16 President.
17 I'm going to be voting yes on this
18 bill, but I do want to point out that we're
19 extending a pilot program on the alternative
20 calendars without any potential loss of state
21 aid.
22 And as I say, I'm going to vote yes
23 on it. However, I'm always unhappy when we
24 don't get to see the results of the previous
25 pilot program before we extend it. It seems

1 to me that there was plenty of time to find

1 SENATOR DUANE: Thank you, Madam
2 President.
3 I'm going to vote for this bill,
4 which is going to grant retirement service
5 credit to Mr. Ellison, because I believe that
6 everyone should be entitled to work up to
7 whatever age that they'll receive their
8 maximum pension.
9 However, I would be leaving out
10 something important if I didn't stress that
11 oftentimes when people retire they can go into
12 a severe depression, and that is particularly
13 true with older people. And unfortunately, if
14 they don't have proper insurance, and because
15 we don't have Timothy's Law, there is no way
16 that they can get the treatment that they
17 deserve.
18 Now, there are many, many
19 New Yorkers who don't even have the health
20 insurance that many of our retirees have, and
21 they definitely can't get the mental health
22 treatment. So now there's two weeks left,
23 eight days left, and still Timothy's Law
24 hasn't come here to the floor. It's I think
25 unconscionable that we are not going to

1 provide to people the healthcare that they
2 need when they need it, whether they're
3 retired or at some other point in their life.
4 So let's get Timothy's Law to the
5 floor, let's make it so that we can vote on
6 it, let's make sure that all New Yorkers have
7 the health care protection that they need.
8 Thank you, Madam President.
