Troop 242; he is a Junior Assistant Scoutmaster and has previously
served the Troop in several other leadership positions, including Senior
Patrol Leader, Assistant Senior Patrol Leader, Venture Patrol Leader and
Troop Guide and is also a member of the Order of the Arrow; and
WHEREAS, America has achieved her greatest heights of glory through
the dedication, determination and tireless efforts of the outstanding
citizens of this Nation; and
WHEREAS, It is only with the continued diligence and devotion of our
youth, tomorrow's leaders, that America will maintain her glory; and
WHEREAS, Boy Scouts of America and its members are dedicated to the
development of character and leadership in the youth of this Nation; and
WHEREAS, The highest achievement of leadership in Scouting, earned by
only five percent of all Boy Scouts, is the distinguished rank of Eagle
Scout; and
WHEREAS, This outstanding young man has been involved in Scouting for
many years, has lived up to Scouting's ideals and has attained all of
the necessary achievements, including completion of a community service
project, which was successfully planned, developed and executed; and
WHEREAS, For his Eagle project, Travis restored a neglected, over-
grown, littered wetland pond in Jamesport, known by many as Fireman's
Pond, which had lately primarily been used only in winter by local kids
to skate and play ice hockey, and turned it into a beautiful, welcoming
park area for all to use throughout the year; and
WHEREAS, After seeking and obtaining the necessary approvals from the
Town of Riverhead and the New York State Department of Environmental
Conservation (NYSDEC), together with strict NYSDEC guidelines, Travis
proceeded with the first step of the project, which was to clean all the
debris from the bottom and surrounding area of the pond and dispose of
it properly; and
WHEREAS, In order to accomplish this, Travis enlisted the help of the
Riverhead Town Police Department and the Suffolk County Sheriff's
Department Dive Teams; together they brought all the debris to the
surface and Travis, along with fellow Scouts and friends from Ducks
Unlimited and the Jamestown Fire Department, loaded it into a container
to be removed and recycled; in addition to cleaning the pond, the Dive
Teams mapped the depth of the pond for use by area Police and Fire
Department emergency services; and
WHEREAS, As part of the restoration project, Travis created a natural
path along the side of the pond for wildlife viewing; fallen trees from
the woods were used as a border for the path and selective pruning of
trees was done to clear overhead; nonnative plants were removed and
replaced with native noninvasive plants; a staircase built of eco lumber
was installed to provide access to the pond and to help prevent erosion;
two donated wood duck nesting boxes were installed to promote use of the
pond by waterfowl; and three donated benches were installed for use by
skaters and visitors to the park and pond in all seasons; and
WHEREAS, Travis Feinberg-Kaiser's perseverance in rising through the
ranks to Eagle Scout is a strong indication of his ability to master

difficult tasks; his accomplishment will enable him to emerge as a lead-
er, fully equipped to meet the challenges of today's complex society;
and
WHEREAS, This new Eagle Scout is a credit to his family, his school,
his community, his State and his Nation, and no doubt his future will be
filled with accomplishments of equal importance; now, therefore, be it
