LEGISLATIVE RESOLUTION honoring Michael J. Pointing upon the occasion of
receiving the 2009 Distinguished Citizen Award from the Hudson Valley
Council, Boy Scouts of America on November 19, 2009

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Michael J. Pointing has given not only of his time and ener-
gies but also of his competence, intelligence and leadership and conse-
quently has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor Michael J.
Pointing upon the occasion of receiving the 2009 Distinguished Citizen
Award from the Hudson Valley Council, Boy Scouts of America at its Award
Reception to be held on Thursday, November 19, 2009, at Hilton Pearl
River, Pearl River, New York; and
WHEREAS, Michael J. Pointing serves as Vice President and General
Manager of United Water's New York division, which provides water
service to nearly 500,000 residents in New York, Connecticut and Rhode
Island; with 18 years of experience in the water industry, his instru-
mental role in managing major business changes and efficient projects
has improved United Water's overall business results; and
WHEREAS, An exemplary leader, Michael J. Pointing's responsibilities
include the operation, maintenance management, and technical auditing of
major water production facilities using the latest state of the art
treatment incorporating pesticide removal processes and catalytic
softening reactors; and
WHEREAS, Prior to his current role as Vice President and General
Manager, Michael J. Pointing's water and wastewater experience included:
Performance Improvement Director, Performance Improvement Manager,
Production Manager, and Maintenance Manager; and
WHEREAS, Michael J. Pointing's many certifications and professional
affiliations add to his vital role in the company; he is affiliated with
the Engineering Council in the United Kingdom and is an Incorporated
Engineer; this is a professional qualification only awarded on accept-
ance to various institutions as recognition of experience, management
positions, or academic qualifications; his many educational accomplish-
ments include a publication in the Institute of Water Officers Journal
of 1988 in Maintenance Management; and
WHEREAS, Additionally, Michael J. Pointing holds a diploma in Water
and Environmental Management, a postgraduate qualification equivalent to
a Master's degree, which provides membership to the Chartered Institute
of Water and Environmental Managers; his post-graduate studies include a
degree in Water and Environmental Management from Anglia Polytechnic
University; he completed his undergraduate studies at North East London
Polytechnic University, earning a degree in Mechanical and Production
Engineering; and
WHEREAS, Despite his busy professional life, Michael J. Pointing has
been called upon to contribute his time and talents to countless civic
and charitable endeavors and has always given of himself unstintingly;
and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Michael J. Pointing has stood
constant in dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Michael J. Pointing has displayed
throughout his life; and

WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned recognition and applause of all the
citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Michael J. Pointing upon the occasion of receiving the 2009
Distinguished Citizen Award from the Hudson Valley Council, Boy Scouts
of America on November 19, 2009; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Michael J. Pointing.
