LEGISLATIVE RESOLUTION honoring the Eastern New York Intellectual Prop-
erty Law Association's Inventors of the Year
WHEREAS, The State of New York takes great pride in acknowledging its
esteemed residents who have distinguished themselves in their
professions; and
WHEREAS, The Eastern New York Intellectual Property Law Association
will honor its Inventors of the Year during a dinner to be held at the
Hilton Garden Inn at Albany Medical Center on April 13, 2010; and
WHEREAS, This year's honorees are Alok Mani Srivastava, Steven Jude
Duclos, Qun Deng, James Walter LeBlanc, Tie Bond Gao, Jian Min Wang, and
Lucas Lemar Clarke; and
WHEREAS, This team of researchers at General Electric Company is being
honored for U.S. Patent No. 7,084,403 entitled "Scintillator Compos-
itions and Related Processes and Articles of Manufacture," issued on
August 1, 2006; and
WHEREAS, This patent is directed to the discovery of new scintillator
(crystal) materials which greatly enhance light output and possess fast-
er decay times for a wide variety of devices used to detect gamma-rays,
X-rays, and cosmic rays; and
WHEREAS, When coupled with a photodetector, these crystals are often
used in medical imaging devices, well-logging devices for the oil and
gas industries, and many other applications; and
WHEREAS, Scintillators are also being considered for use in homeland
security as possible detectors of radiation sources in, for instance,
cargo containers being shipped by air, rail, or truck; and
WHEREAS, The researchers also studied the challenging requirements of
high light input and discovered a unique method of combination, or
"solid solution," of lathanide halides as the matrix in a cerium-acti-
vated composition, and were able to dramatically increase the light
output of the scintillators; and
WHEREAS, In addition, shortened decay time and improved energy resol-
ution make these compositions especially attractive for a wide variety
of radiation detection applications; and
WHEREAS, The scintillators are now under further development for
commercial use in a number of products throughout the GE family of busi-
nesses; and
WHEREAS, The State of New York is pleased to join the Eastern New York
Intellectual Property Law Association in honoring these outstanding
inventors for their impressive achievement and valuable contributions to
society; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor the Eastern New York Intellectual Property Law Association's
Inventors of the Year; and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to the aforementioned honorees.
