LEGISLATIVE RESOLUTION commemorating the 75th Anniversary of the New
York State Sheriffs' Association

WHEREAS, The quality and sanctity of community life are cherished
values, worthy of safeguarding, and this Legislative Body is moved to
honor those individuals who serve to preserve and protect such values,
lauding particularly their unwavering courage and dedication in the
daily performance of their duties; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commem-
orate the 75th Anniversary of the New York State Sheriffs' Association
on Tuesday, April 20, 2010, in Troy, New York; and
WHEREAS, The New York State Sheriffs' Association, Inc. (NYSSA) is a
not-for-profit corporation, formed in 1934, for the purpose of assisting
Sheriffs in the efficient and effective delivery of Sheriffs' services
to the public; it is comprised of all of the elected and appointed Sher-
iffs of New York State; and
WHEREAS, The New York State Sheriffs' Association maintains membership
or working relationships with dozens of agencies, committees and organ-
izations which are working along with the New York State Sheriffs' Asso-
ciation, to improve public safety in New York; and
WHEREAS, Some of the specific goals of the Association, include:
providing education and training for Sheriffs and their staffs; improv-
ing the efficiency and capability of Sheriffs to provide better services
in law enforcement, corrections, civil law enforcement, court security
and the many other areas of a Sheriff's responsibility; collecting,
analyzing and disseminating important decisions of local, State and
Federal courts, which decisions may affect the operations of a Sheriff's
Office; and assisting Sheriffs and counties in their interactions with
state and federal agencies; and
WHEREAS, Because the Sheriff is a county officer, there is no respon-
sibility upon New York State to train, educate or update Sheriffs in the
very complex operations of a Sheriff's Office; these may include partic-
ular duties in criminal law enforcement, traffic patrol, emergency
rescue operations, homeland security programs, SWAT operations, civil
emergency and disaster response programs, jail operations, correctional
alternative management, courtroom security, and the civil litigation
process; and
WHEREAS, It is not practical for each county separately to conduct its
own extensive training programs in all these areas of responsibility for
one Sheriff; the Sheriffs' Association has assumed the considerable
burden of designing and implementing training programs for Sheriffs and
their Undersheriffs, Law Enforcement Supervisors, Jail Managers, Civil
Deputy Sheriffs and Correctional Officers; and
WHEREAS, It is the sense of this Legislative Body to commend the long-
standing efforts of those organizations and agencies in the State of New
York which diligently contribute to the efficient operation of our crim-
inal justice system; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commemorate the 75th Anniversary of the New York State Sheriffs' Associ-
ation; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the New York State Sheriffs' Association.
