LEGISLATIVE RESOLUTION urging the New York State Congressional deleg-
ation to condemn Arizona Immigration Law S1070 and to prohibit the State
of New York from engaging in any business in Arizona

WHEREAS, The State of Arizona has created a moral crisis in this country
that is reminiscent of the "Jim Crow" laws that created the Civil Rights
Movement; today, Arizona is forcing us to lift the Civil Rights Movement
banner once again; and
WHEREAS, This legislation creates a hostile environment against immi-
grants, and particularly against Latinos; this Legislative Body joins
with the President in asking the U.S. State Department to investigate
all constitutional avenues that can overturn such discriminatory legis-
lation against immigrants in the State of Arizona; and
WHEREAS, This legislation can be used to prevent United States citi-
zens from voting in any election in the State of Arizona, reminiscent of
the economic, political and social abuse that impeded African-Americans
from voting and realizing their human rights in this country; and
WHEREAS, This legislation legalizes and encourages racial profiling
while criminalizing its victims; this Legislative Body agrees with the
President that the Arizona law threatens to undermine the basic notions
of fairness and liberty that we cherish, as well as the trust between
police and our communities that is so crucial to our safety; and
WHEREAS, The Arizona law is the strictest immigration measure in
decades, with the State of Arizona assuming a role that is constitu-
tionally the exclusive jurisdiction of the federal government; this law
criminalizes law-abiding individuals who fail to carry identification
related to their immigration status and provides the police with broad
and unprecedented power to detain anyone; now, therefore, be it
RESOLVED, That the New York State Congressional delegation be and
hereby is respectfully memorialized by this Legislative Body to condemn
Arizona Immigration Law S1070 and to prohibit the State of New York from
engaging in any business in Arizona; and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to each member of the Congressional delegation from the State of
New York.
