LEGISLATIVE RESOLUTION honoring Investigator Peter B. Healey upon the
occasion of his designation as the recipient of a Superintendent's
Commendation Award at the 33rd Annual State Police Awards Day Ceremony
on May 11, 2009

WHEREAS, The quality and sanctity of community life are cherished
values, worthy of safeguarding; this Legislative Body is moved to honor
those who preserve and protect such values, lauding particularly their
unwavering courage and dedication in the daily performance of their
duties; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Investigator Peter B. Healey, of NYSP CNET Hudson Valley in Wappingers
Falls, upon the occasion of his designation as the recipient of a Super-
intendent's Commendation Award; and
WHEREAS, Investigator Healey will receive the award in recognition of
his outstanding police work at the 33rd Annual State Police Awards Day
Ceremony, to be held at the New York State Police Academy in Albany on
Monday, May 11, 2009; and
WHEREAS, In the spring of 2007, while working in conjunction with the
City of Newburgh Police Department and the Orange County District Attor-
ney's Office, the first phase of what was known as "Operation-Take Back
Our Streets" began; the goal of this investigation was to eliminate the
"open air drug markets" in the City of Newburgh; Investigator Healey,
along with Detective Steven Bunts of the City of Newburgh Police Depart-
ment, worked under dangerous conditions in Newburgh's highest crime
areas; while utilizing a confidential informant and various electronic
equipment, Investigator Healey was able to indict 80 drug dealers on
felony narcotics sales, indictments which led to 75 defendants being
convicted of felony charges; and
WHEREAS, Several of the defendants also had violent felony assault
cases pending, which would probably never have been prosecuted due to
uncooperative witnesses; due to the strength of the drug sale cases
against these subjects, several of them plea-bargained to the assault
cases along with the drug sales cases; one defendant was able to provide
the identity of an eyewitness to a local 2007 homicide; and
WHEREAS, The second phase, dubbed "Operation-Protect Our Children,"
which concluded in March 2008, targeted sales within school zones; this
phase resulted in 334 street buys from 115 targets; due to the strong
cases made, 91 suspects have already pled guilty to multiple felony drug
counts; and
WHEREAS, Investigator Healey's investigation sent a strong message to
both street dealers and the community at large that drug dealing, espe-
cially in school zones, would not be tolerated; his hard work, diligence
and innovative use of technology to accomplish investigative goals are
to be commended as is the professionalism he exhibited during this
investigation; and
WHEREAS, In keeping with the finest traditions of the New York State
Police, Investigator Peter B. Healey has distinguished himself by his
exemplary achievement and outstanding performance on behalf of the
community he so faithfully and courageously serves; and
WHEREAS, The dedicated efforts of public servants, such as Investi-
