LEGISLATIVE RESOLUTION recognizing April 24, 2011, as Tax Freedom Day in
the State of New York

WHEREAS, It is the sense of this Legislative Body to recognize Sunday,
April 24, 2011, as Tax Freedom Day in the State of New York, in conjunc-
tion with National Tax Freedom Day, April 12, 2011; and
WHEREAS, New York State Tax Freedom Day will arrive on the 114th day
of 2011; this means New Yorkers will work well over three months of the
year, from January 1 to April 24, 2011, before they have earned enough
money to pay for this year's tax obligations at the State and local
levels; and
WHEREAS, For 2011, New York State ranks 3rd only behind Connecticut
and New Jersey for the amount of days spent working to pay taxes; this
negative distinction puts New York at a competitive disadvantage with
other states; and
WHEREAS, National Tax Freedom Day will arrive on the 102nd day of
2011; this means Americans will work well over three months of the year,
from January 1st to April 12th, before they have earned enough money to
pay this year's tax obligations at the Federal, State and local levels;
and
WHEREAS, National Tax Freedom Day arrives three days later in 2011
than it did in 2010, but nearly two weeks earlier than in 2007; despite
these tax reductions, Americans will pay more in taxes in 2011 than they
will spend on groceries, clothing and shelter combined; and
WHEREAS, Individual income taxes represent the largest component of
Americans' tax bills, and they are best known for a number of reasons;
all workers have a portion of their paychecks withheld to pay Federal,
State and, in some cases, local income taxes; and
WHEREAS, Tax Freedom Day causes New Yorkers to recognize they must
work for more than three months each year in order to pay their Federal,
State and local taxes; and
WHEREAS, Even after April 12, 2011, which is National Tax Freedom Day,
workers in the State of New York are required to work an additional 12
days to fulfill the State and local tax burdens; and
WHEREAS, Tax Freedom Day is blatant evidence that New Yorkers are
grossly over taxed; these oppressive taxes clearly stifle entrepreneur-
ship, small business development and job creation; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
recognize April 24, 2011, as Tax Freedom Day in the State of New York,
in conjunction with National Tax Freedom Day, April 12, 2011; and be it
further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to The Honorable Andrew M. Cuomo, Governor of the State of New
York.
