LEGISLATIVE RESOLUTION commending Rich Rowley upon the occasion of his
designation by the Orange County Citizens Foundation as the recipient of
its Ottaway Medal on May 5, 2011

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Born and raised in Middletown, Orange County, New York, Rich
Rowley, President of Builder's Capital, LLC and the Rowley Development
Corporation in Middletown, has given not only of his time and energy but
also of his competence, intelligence and leadership and consequently has
been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor Rich Rowley
upon the occasion of his designation by the Orange County Citizens Foun-
dation as the recipient of the 2011 Ottaway Medal; and
WHEREAS, This prestigious award will be presented at the Foundation's
Annual Dinner to be held at the Falkirk Estate and Country Club in
Central Valley, New York, on Thursday, May 5, 2011; and
WHEREAS, The Orange County Citizens Foundation is dedicated to creat-
ing an environment that improves the lives of Orange County residents;
through studies, policy-making forums, educational seminars, exhibits
and other events, it encourages innovative land use and transportation
planning, recreational opportunities, water conservation, and preserva-
tion of the area's environmental and cultural heritage; and
WHEREAS, The Ottaway Medal, named in honor of Ruth B. and James H.
Ottaway Sr., of Campbell Hall, in recognition of their support of many
Orange County worthy causes, is presented annually to an organization,
institution, or individual who has significantly contributed to the
quality of life in Orange County; and
WHEREAS, Rich Rowley truly exemplifies what the Orange County Citizens
Foundation strives to honor; through his initiative and volunteer
efforts throughout the county he has positively affected the lives of
many Orange County residents; and
WHEREAS, Rich Rowley has been an active leader in the Orange County
community and has served on the boards of several area institutions and
nonprofit organizations; and
WHEREAS, He is currently Vice Chairman of the Orange County Partner-
ship, Lead Gift Chairman for the Orange County Community College Educa-
tion Foundation and a Member of the Board of Directors of the Orange
County Trust Company; and
WHEREAS, Rich Rowley has also been called upon to contribute his time
and talents to countless other civic and charitable endeavors and has
always given of himself unstintingly; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Rich Rowley has stood constant in
dignity, good grace and humor; and
WHEREAS, Rich Rowley and his wife, Marianne, residents of New Paltz,
are the proud parents of three children, all of whom are proud to be
part of his life and rejoice in his many accomplishments; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Rich Rowley has displayed throughout
his life; and
WHEREAS, In keeping with and in tribute to his lifetime of commitment
and service to his community, a Citizens Foundation project, the Founda-
tion's land use initiative focusing on downtown revitalization and
placemaking, has been named in Rich Rowley's honor in lieu of the prepa-

ration and production of an Annual Dinner Commemorative Journal; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
recognize and commend Rich Rowley upon the occasion of his designation
as the recipient of the Orange County Citizens Foundation's 2011 Ottaway
Medal on May 5, 2011; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Rich Rowley.
