LEGISLATIVE RESOLUTION congratulating the Lark Street Business Improve-
ment District of Albany, New York, upon the occasion of celebrating its
15th Anniversary on May 5, 2011

WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals that are devoted to the welfare of the community
and its citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to congratu-
late the Lark Street Business Improvement District of Albany, New York,
upon the occasion of celebrating its 15th Anniversary; this auspicious
occasion will be commemorated at the organization's annual Champagne on
the Park event, to be held on Thursday, May 5, 2011, in Washington Park
in Albany, New York; and
WHEREAS, Lark Street is the vibrant heart of Albany, the Capital of
New York State; across the 10 blocks of the Lark Street Business
Improvement District, many unique and exciting businesses line the
street offering "one of a kind" experiences for residents and visitors
alike; and
WHEREAS, From shopping to dining to nightlife to the arts, Lark Street
has it all for a "Live-Work-Play" lifestyle; often called the "Village
in the City", Lark Street evokes the feeling of neighborhoods in New
York City and is fondly called "The Heart of Albany"; and
WHEREAS, Throughout the year, many events take place on Lark Street
including Art on Lark, LarkFEST and Winter WonderLark; Lark Street is
not only Albany's premier destination for art, culture, entertainment
and urban life, it is a unique community that honors the spirit of
friends and neighbors, as well as individualism and diversity; and
WHEREAS, The Lark Street Neighborhood District Management Association,
more commonly known as the Lark Street Business Improvement District, is
an independent not-for-profit organization that works to build, sustain,
and enhance a unique and prosperous living and business community for
the residents, visitors, and merchants of the Lark Street Neighborhood
of Albany, New York; and
WHEREAS, Under the skilled leadership of its Executive Director, Mary
E. Spinelli, the Lark Street Business Improvement District provides
core neighborhood services focused on neighborhood safety, street main-
tenance, neighborhood marketing, and special events and promotions; and
WHEREAS, This unique occasion presents an opportunity for this Legis-
lative Body to recognize and pay tribute to the Lark Street Business
Improvement District of Albany, New York; and
WHEREAS, It is the sense of this Legislative Body that when an organ-
ization of such noble aims and accomplishments is brought to our atten-
tion, it should be recognized and applauded by all the citizens of this
great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
congratulate the Lark Street Business Improvement District of Albany,
New York, upon the occasion of celebrating its 15th Anniversary; and be
it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Mary E. Spinelli, Executive Director, The Lark Street Busi-
ness Improvement District, Albany, New York.
