LEGISLATIVE RESOLUTION honoring Richard B. Rubenstein, M.D. upon the
occasion of his designation as recipient of the Lifetime Achievement
Award by the Peconic Bay Medical Center

WHEREAS, It is the sense of this Legislative Body to recognize and pay
tribute to those individuals within the medical field who distinguish
themselves through professional excellence and who have made significant
contributions to the quality of life of citizens in the State of New
York; and
WHEREAS, Dr. Richard B. Rubenstein has given not only of his time and
energies but also of his competence, intelligence and leadership and
consequently has been designated for special recognition; and
WHEREAS, This Legislative Body is justly proud to honor Dr. Richard B.
Rubenstein upon the occasion of his designation as recipient of the
Lifetime Achievement Award by the Peconic Bay Medical Center to be cele-
brated at its Oscar Party at The Inn & Spa at East Wind, Wading River,
New York, on Saturday, March 5, 2011; and
WHEREAS, Dr. Richard B. Rubenstein is a graduate of State University
of New York - Downstate and has completed full residences in general
surgery and thoracic/vascular surgery; he has special expertise in
gastric banding surgery and has been a principal investigator in the FDA
clinical trials for the LAP-BAND and Swedish Band; and
WHEREAS, With over 20 years of experience in the field of obesity
surgery, Dr. Richard B. Rubenstein has performed over 15,000 procedures
in the areas of general, vascular, thoracic and bariatric surgery; and
WHEREAS, At Peconic Bay Medical Center, Dr. Richard B. Rubenstein
served as Chief of Surgery and is currently Director of The Richard B.
Rubenstein, MD Center for Bariatric Surgery, which has earned top marks
from the field's leading surgeons by gaining the American Society for
Metabolic & Bariatric Surgery's (ASMBS) "Center of Excellence"
distinction; in addition, he serves on the Board of Directors for Pecon-
ic Medical Center and the Peconic Bay Medical Center Foundation; and
WHEREAS, Having been active in hospitals all across Suffolk County,
Dr. Richard B. Rubenstein has earned a reputation as one of the leading
physicians in his field, and is esteemed by his colleagues and bariatric
surgeons worldwide; and
WHEREAS, Dr. Richard B. Rubenstein has been called upon to contribute
his time and talents to countless civic and charitable endeavors and has
always given of himself unstintingly; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Dr. Richard B. Rubenstein has stood
constant in dignity, good grace and humor; and
WHEREAS, As a leader in his profession, Dr. Richard B. Rubenstein has
proven himself to be a great asset to medicine and to the health and
welfare of the citizens of the State of New York; and
WHEREAS, It is incumbent upon the people of the State of New York to
commend and recognize those esteemed individuals and institutions within
the medical community for their extraordinary and sustained contrib-
utions to the progress of medicine and the improvement of life; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Richard B. Rubenstein, M.D. upon the occasion of his designation
as recipient of the Lifetime Achievement Award by the Peconic Bay
Medical Center; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Richard B. Rubenstein, M.D.
