2011-K1167
LEGISLATIVE RESOLUTION urging the New York State Congressional deleg-
ation to increase funding for the Workforce Investment Act (WIA) Title I
job training programs for Adults, Youth, and Dislocated Workers to at
least fiscal year 2010 levels or at a minimum approve the Adminis-
tration's WIA FY 2013 budget request that slightly reduces program fund-
ing from FY 2012 enacted levels
WHEREAS, The Administration's FY 2013 budget proposal requests $3.1
billion in funding for WIA and other WIA related workforce development
programs for Program Year (PY) 2012 (July 1, 2012 to June 30, 2013), and
maintains the governor's WIA set-aside at 5% of a state's allocation
under each of the three WIA formula grants (Adult, Youth, Dislocated
Workers grants); and
WHEREAS, If Congress fails to approve the necessary savings required
under the "Budget Control Act" of 2011 (BCA) for federal FY 2013 then
WIA Title I job training program and other WIA related workforce devel-
opment program funds will automatically be reduced to approximately $2.9
billion through the sequestration process under the BCA; and
WHEREAS, The Administration for FY 2013 proposes funding for disadvan-
taged adults under the WIA Adult Program at $769.5 million, a decrease
of $1.3 million from FY 2012 enacted levels; these funds if sequestered
by Congress under BCA would be further reduced to $701.6 million; and
WHEREAS, The President proposes funding for training unemployed work-
ers under the WIA Dislocated Worker Program at $1.2 billion, a decrease
of $2 million from FY 2012 enacted levels; these funds if sequestered by
Congress under BCA would be further reduced to $1.1 billion; and
WHEREAS, The Administration proposes level funding for disadvantaged
youth training under the WIA Youth Program at $824.4 million and these
funds would be reduced to $751.8 million if Congress were to sequester
program funds; and
WHEREAS, New York State WIA appropriations under the Congressional BCA
Sequestration for Program Year 2012 (July 1, 2012 to June 30, 2013)
would be reduced by $4.1 million from $46.1 million (Administration's
proposal) to $42.1 million for youth services, adult services would be
reduced by $4.1 million from $45.8 million (Administration's proposal)
to $41.8 million, and, dislocated workers services would be reduced by
$4.7 million from $52.7 million (Administration's proposal) to $48.1
million; and
WHEREAS, There is no question that Congress must address the long-term
fiscal issues that confront us, however, it is imperative that Congress
be mindful of the needs of our labor force and thereby provide the
correct balance between the need to close the current budget gap with
the need to support our workforce system; and
WHEREAS, Current WIA funding levels are inadequate to provide employ-
ment and training services to dislocated and incumbent workers as
intended by Congress; and
WHEREAS, The employment and training services that are provided under
WIA are more critical than ever for laid-off workers and low-income job
seekers as we head into an economy that demands upgraded skills and
continued investments in America's workforce; and
WHEREAS, At a time when employment and training services are at peak
demand from individuals and businesses alike, the further reduction of
WIA funds would only serve to put an additional strain on the nation's
and New York's workforce development system; and
WHEREAS, If Congress were to further reduce WIA funds, the cuts will
hinder New York's ability to deliver employment and training services to
the State's labor force which is the State's most valued economic
resource and thereby make it difficult to attract and retain current and
new businesses; and
WHEREAS, With the State facing a budget shortfall and an economic
slowdown, New York can ill afford further reductions of WIA employment
and training funds; and
WHEREAS, If Congress wants a quality-driven workforce development
system that is readily available to those in need, that commitment must
be reflected in WIA appropriations; now, therefore, be it
RESOLVED, That the New York State Congressional delegation be and
hereby is respectfully memorialized by this Legislative Body to either
increase or at minimum maintain funding for employment and training
programs authorized under WIA, and to act against any legislative
attempts that would seek to partially limit WIA funding or otherwise
reduce access to current services offered under WIA; and be it further
RESOLVED, That this Legislative Body pause further to request the New
York State Congressional delegation to either maintain WIA funding at FY
2012 enacted levels or increase funding for the following workforce
development programs: WIA Adult Program; WIA Dislocated Worker Program;
and WIA Youth Program; and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to each member of the Congressional delegation from the State of
New York.
