LEGISLATIVE RESOLUTION commending the Horizons Federal Credit Union of
Binghamton, New York, on the occasion of celebrating its 75th Anniver-
sary in 2012

WHEREAS, Organizations which serve the economic well-being and interests
of the people of this great Empire State merit the commendation of this
Legislative Body; and
WHEREAS, It is the sense of this Legislative Body to recognize that
the quality and character of life in the communities across New York
State are enhanced by the concerned and dedicated efforts of business
organizations and individuals that generously contribute to the welfare
of the community and its citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
the Horizons Federal Credit Union of Binghamton, New York, on the occa-
sion of celebrating its 75th Anniversary in 2012; and
WHEREAS, The Horizons Federal Credit Union (Horizons FCU) of Bingham-
ton, New York, has its headquarters facility at 120 Main Street in Bing-
hamton, and branch offices at 141 Washington Avenue in Endicott, New
York, and 3701 Vestal Parkway in East Vestal, New York; it has over
11,000 members; and
WHEREAS, Formerly known as the U.S. Employees Federal Credit Union,
the credit union was founded in Binghamton in 1937 to allow postal
employees to lend money to each other; business was transacted on the
workroom floor of the post office with employees helping each other in
the true spirit of the credit union movement; and
WHEREAS, During its existence as the U.S. Employees Federal Credit
Union, only federal employees and members of their immediate families
were permitted to join; in 1999, the name of the organization was
changed to Horizons FCU to better identify it with the community and the
diverse group it served; and
WHEREAS, In August 2000, Horizons FCU was granted a community charter,
which permits any person who lives, works, worships or attends school in
Broome County, New York, to join Horizons FCU; and
WHEREAS, Horizons FCU provides basic financial services including
share drafts (checking), share accounts (savings), loans, and mortgages;
in addition, it offers other unique services, including on-site
financial/retirement/debt counseling for members and a Kids Club where
children are encouraged to save and receive prizes for making deposits;
and
WHEREAS, Through direct financial support or other in-kind contrib-
utions to worthwhile local organizations, and by participating in public
service activities, Horizons FCU strives to be an active partner in the
community; it recognizes that practicing good corporate citizenship
supports the credit union philosophy of People Helping People; and
WHEREAS, The auspicious occasion of its 75th Anniversary in 2012
presents a unique opportunity for this Legislative Body to recognize and
pay tribute to the Horizons Federal Credit Union of Binghamton, New
York; and
WHEREAS, It is the sense of this Legislative Body that when business
organizations of such noble aims and accomplishments are brought to our
attention, they should be recognized by all the citizens of this great
Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend the Horizons Federal Credit Union of Binghamton, New York, on
the occasion of celebrating its 75th Anniversary in 2012; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the Horizons Federal Credit Union of Binghamton, New York.
