LEGISLATIVE RESOLUTION honoring Dr. Robert Martin upon the occasion of
receiving a Police Chiefs Association of Ulster County's Meritorious
Citizenship-Justice Award on May 5, 2013
WHEREAS, It is the sense of this Legislative Body to recognize and honor
distinguished officers and citizens who devote themselves to public
service, demonstrating great courage and diligence in providing for the
care and welfare of the citizens of their communities and this great
Empire State; and
WHEREAS, Within every community of the State of New York, there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their exem-
plary contributions and service on behalf of others; and
WHEREAS, This Legislative Body is justly proud to honor Dr. Robert
Martin upon the occasion of receiving a Police Chiefs Association of
Ulster County's Meritorious Citizenship Justice Award at its Law
Enforcement Awards Banquet which was held at the Diamond Mills Hotel in
Saugerties, New York, on Sunday, May 5, 2013; and
WHEREAS, Knowing that New York State preaches "if you see something,
say something" Saugerties Doctor Robert Martin took it to heart on April
10, 2012 and, thanks to his actions a bank robbery which had just
occurred was closed by arrest within a matter of hours; and
WHEREAS, Unaware that a robbery had just occurred in Saugerties, Dr.
Martin noticed suspicious activity near his office and decided to look
into it a little further; the brown SUV he saw just seemed to be circl-
ing and circling and, when he saw a running man jump into it, he thought
something was amiss; he immediately heard police sirens and just knowing
the vehicle had something to do with it, Dr. Martin immediately called
911 on his cell phone to alert police to what he was observing and at
the same time jumped into his car to follow the other car; and
WHEREAS, Many people may not have even bothered to notice the activ-
ity; some may have assumed that someone else would call 911 and others
may just have walked on by, but not Dr. Martin, who was committed and
knew that as the criminals were about to get on the New York State Thru-
way they could possibly disappear if he didn't keep on their tail; and
WHEREAS, By then Dr. Martin had relayed all the information he could
to the police and it was up to Saugerties Police Officers Jeremy Rushko-
ski and Christopher Helsmoortel to take over; with the information
provided by Dr. Martin, Officers Rushkoski and Helsmoortel pulled into
the New York State Thruway's Ruby Service Area and located a vehicle
matching the description provided by Dr. Martin; and
WHEREAS, No sooner than beginning to check the vehicle, Officers Rush-
koski and Helsmoortel observed a subject walking back to it, but quickly
turning and running when he saw the police; and
WHEREAS, After a foot pursuit, with the assistance of the Town of
Ulster Police, one of the suspects was taken into custody and it was
quickly determined that two more were still on the loose; and
WHEREAS, A female suspect was located hiding in the women's restroom
and the third and final suspect was found hiding on the floor of the
SUV; and
WHEREAS, Once all the loose ends were tied up, it was discovered that
this group was responsible for multiple bank robberies throughout New
York State and at least one larceny in Ohio; and
WHEREAS, This type of crime could have remained a mystery, however, at
a time in our world when it's very easy to walk by and not pay atten-
tion, Dr. Martin did all the right and, even more importantly, the
honorable things, all the actions of a true gentleman who wanted to make
a difference; and
WHEREAS, It is the sense of this Legislative Body that outstanding
citizens who unselfishly take action to help another are worthy and due
full praise for their noble endeavor; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. Robert Martin upon the occasion of receiving a Police Chiefs
Association of Ulster County's Meritorious Citizenship-Justice Award on
May 5, 2013; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. Robert Martin.
