LEGISLATIVE RESOLUTION honoring The Reverend Fabienne M. Charles upon
the occasion of her designation for special recognition by the Ambassa-
dor For Christ International Outreach Ministry on September 1, 2013

WHEREAS, The character and richness of religious and community life in
this noble Empire State are nourished and fulfilled through the faithful
concern and selfless devotion of those who would commit their energies
and purpose to the ministry of others; and
WHEREAS, It is the sense of this Legislative Body to bring full recog-
nition and just tribute to those individuals who distinguish themselves
and the ministry through their unremitting commitment and preeminence of
service; and
WHEREAS, This Legislative Body is justly proud to honor The Reverend
Fabienne M. Charles upon the occasion of her designation for special
recognition by the Ambassador For Christ International Outreach Ministry
at its 3rd Annual Pastors Appreciation Gala Dinner, to be held on
Sunday, September 1, 2013, at the Astoria World Manor, Astoria, New
York; and
WHEREAS, The Reverend Fabienne M. Charles is being recognized for her
dedicated work within the American, Indian, Trinidadian, Caribbean,
Spanish, and Haitian communities; and
WHEREAS, The Reverend Fabienne M. Charles was born in Haiti in 1972;
as an International Evangelist pastor since 1991, she has conducted
numerous evangelical crusades and leadership conferences throughout the
United States and the West Indies; and
WHEREAS, The Reverend Fabienne M. Charles has attained a Bachelor of
Theology degree and is now pursuing a Master's degree in Theology; she
also received an Associate's degree in Education, and is a certified
license chaplain professional counselor; and
WHEREAS, Furthermore, she is the founder and senior pastor of Living
Waters of El Shaddai Ministries, in Queens Village, New York; and the
Presiding Prelate and Overseer of the Christian Education and after
school programs Outreach Ministries; and
WHEREAS, It is the sense of this Legislative Body that when a person
of such noble aims and accomplishments is brought to our attention it is
appropriate to publicly and jubilantly proclaim and commend that indi-
vidual for the edification of others; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor The Reverend Fabienne M. Charles upon the occasion of her desig-
nation for special recognition by the Ambassador For Christ Interna-
tional Outreach Ministry on September 1, 2013, noting her unremitting
and compassionate faith and her exemplary service to God, man, and her
community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to The Reverend Fabienne M. Charles.
