LEGISLATIVE RESOLUTION requesting Governor Andrew M. Cuomo to release
the Meyer report, the records connected to the Attica Correctional
Facility Uprising in 1971

WHEREAS, It is the sense of this Legislative Body to request Governor
Andrew M. Cuomo to release the Meyer report, the records connected to
the Attica Correctional Facility Uprising in 1971; and
WHEREAS, The Meyer report is a 570-page review of New York State's
retaking of the Attica Correctional Facility, a maximum-security prison
in Western New York; and
WHEREAS, Forty-three citizens of New York State died at Attica Correc-
tional Facility between September 9th - 13th, 1971; 39 of them were
killed, and more than 80 more were wounded by gunfire during the 15
minutes it took the State Police to retake the prison on September 13th;
and
WHEREAS, With the exception of the Indian massacres in the late 19th
Century, the State Police assault which ended the four-day prison upris-
ing was the bloodiest one-day encounter between Americans since the
Civil War; and
WHEREAS, The tragedy of Attica still burns deeply in the hearts of
many New Yorkers; unfortunately it has been difficult for families of
corrections officers held hostage and former inmates to find closure as
the truth remains buried within records that have been sealed or with-
held by the State of New York; and
WHEREAS, 41 years have passed since the Attica prison uprising; many
believe the time is long past for the records to be made available to
the public and many believe that, in those records lie the truth; and
WHEREAS, For many years, questions have been raised about the veracity
of several investigations; more recently, evidence points to a political
motivation for decision-making around issues related to Attica; now,
therefore, be it
RESOLVED, That this Legislative Body urge Governor Andrew M. Cuomo to
join the survivors and families of those killed and wounded at Attica,
in taking a stand for the truth, and to fully open all the Attica
records that are in the custody of the State of New York, taking the
courageous step to bring long overdue peace to those who still suffer,
in memory of those who have passed, and for the sake of history; and be
it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to The Honorable Andrew M. Cuomo, Governor of the State of New
York.
