LEGISLATIVE RESOLUTION commending Charlene Shahin upon the occasion of
her designation as recipient of the 2015 Head Start Distinguished
Service Award by the Capital District Child Care Council on April 22,
2015

WHEREAS, It is the practice of this Legislative Body to take note of and
publicly acknowledge individuals of remarkable integrity and character
whose endeavors have enhanced the quality of education in the great
State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Charlene Shahin upon the occasion of her designation as recipient of the
2015 Head Start Distinguished Service Award by the Capital District
Child Care Council to be celebrated at its Semi-Annual Meeting and Head
Start 50th Anniversary Celebration on Wednesday, April 22, 2015, at
Wolfert's Roost Country Club, in Albany, New York; and
WHEREAS, Charlene Shahin is dedicated to creating a positive learning
environment for preschool age children, and a warm and welcoming atmos-
phere for parents; she expects quality early childhood education
programming and provides the necessary support to allow her staff to
reach this goal and fulfill the Head Start mission; and
WHEREAS, This highly respected woman is often a mentor and coach for
new site supervisors/administrators to help maintain and teach best
practices; Charlene also plays an empowering role as an advocate and
resource to Head Start families and the communities at large; and
WHEREAS, On behalf of the Head Start program, Charlene Shahin has a
large impact on families and children by serving as an advocate in the
local community and sharing services and information; evidence of
significant contributions is shown through her various affiliations with
community partnerships; and
WHEREAS, In addition, Charlene Shahin exhibits vast knowledge of Head
Start service areas and target populations, and provides valuable infor-
mation towards program design and planning; she also represents a posi-
tive reflection of ACAP and Head Start locations in the Cohoes, Waterv-
liet, and surrounding communities; and
WHEREAS, Charlene Shahin has been called upon to contribute her time
and talents to countless civic and charitable endeavors and has always
given of herself unstintingly; she is a member of various agency commit-
tees, task forces groups, event planning groups, and collaboration
groups; she also works with the Watervliet Housing Authority, CDCCCC,
and the CEO foster grandparent program; and
WHEREAS, Furthermore, Charlene Shahin is a member of Watervliet City
School District PTA, and the Cohoes branch of Bridges Out of Poverty
Committee; and
WHEREAS, Charlene Shahin has been instrumental in helping create
successful community partnerships for the Head Start program and the
families she serves; an effective leader and role model in her communi-
ty, she continues to be an asset to the Head Start program; and
WHEREAS, Charlene Shahin has clearly had an enduring impact on the
youth of the CEO Head Start, as well as on the community-at-large, and
accordingly merits recognition and applause for her impressive dedi-
cation to others; and
WHEREAS, Throughout her career thus far, Charlene Shahin has brought
an uncompromising standard of excellence to her work and a warm sense of
caring and concern to every young person she educates; now, therefore,
be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Charlene Shahin upon the occasion of her designation as recipi-
ent of the 2015 Head Start Distinguished Service Award by the Capital
District Child Care Council on April 22, 2015; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Charlene Shahin.
