LEGISLATIVE RESOLUTION commending Joseph K. Collins upon the occasion of
his designation for special recognition by St. Francis College

WHEREAS, It is the custom of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals who would devote themselves to the welfare of the
community and its citizenry; and
WHEREAS, This Legislative Body is justly proud to commend Joseph K.
Collins upon the occasion of his designation for special recognition by
St. Francis College to be celebrated at its 55th Annual Charter Award
Dinner held on Wednesday, April 27th, 2016, at The Lighthouse at Chelsea
Piers, New York, New York; and
WHEREAS, The Charter Award Dinner was established in 1962 by the St.
Francis Board of Trustees to commemorate New York State granting the
College a charter and the right to confer diplomas, honors and degrees;
over the years, it has been the school's premier fundraising event to
support scholarships, programs and the furthering of St. Francis's
educational mission; and
WHEREAS, Born and raised in Queens, New York, Joseph K. Collins is the
founder of Collins Building Services, (CBS) Inc., an industry leader in
the tri-state area with a reputation for excellence in the building
maintenance sector; and
WHEREAS, Joseph K. Collins began his career by working as a Sealtest
milkman before proudly serving his country as a member of the United
States Army; after being honorably discharged in 1959, he returned to
his former job and took evening classes at Baruch College; and
WHEREAS, Over the years, Joseph K. Collins has become respected across
the New York City building service industry for his hard work and intel-
ligence, and has held the esteemed position of President for several
commercial maintenance companies; and
WHEREAS, In 1988, Joseph K. Collins assembled an elite team of work-
ers, and founded Collins Building Services, Inc., where he has displayed
a tremendous dedication to service, and provided outstanding leadership
through his caring and consistent generosity; and
WHEREAS, Throughout the past 27 years, Joseph K. Collins has expertly
overseen his company's growth and expansion into an industry leader
which employs over 2,000 full time employees; and
WHEREAS, Today, Joseph K. Collins continues to serve as President of
CBS where he remains committed to providing excellence in service to his
clients, his community and his family; and
WHEREAS, Joseph K. Collins has been called upon to contribute his time
and talents to countless civic and charitable endeavors and has always
given of himself unstintingly; he is a long standing Allied Member of
the Building Owners and Managers Association, and serves on several
nonprofit boards including the Outreach Project, Clark Gillies Founda-
tion and Thomas Hartman Foundation for Parkinson's Disease Research; and
WHEREAS, Furthermore, Joseph K. Collins continues to be a vital
supporter of the Sisters of St. Joseph and St. Francis College Scholar-
ship Fund, as well as both the Cure for Sure fundraiser for Parkinson's
Research and the Swing for the Cure benefit for Pancreatic Cancer
Research; and
WHEREAS, The recipient of numerous awards and honors for his outstand-
ing service, Joseph K. Collins has been presented with the Covenant
House Lifeline Humanitarian Award and the Outreach Project Award; and
WHEREAS, Moreover, Joseph K. Collins was named Grand Marshal of the
Rockville Centre St. Patrick's Parade, and has been honored by the Boom-

er Esiason Foundation and the Friends of Rockville Centre 911 Memorial
Foundation; he has also garnered Honoree accolades from Telecare, Chris-
ta House and the Annual Sisters of St. Joseph Gala; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Joseph K. Collins has stood constant
in dignity, good grace and humor; and
WHEREAS, With him throughout have been his wife of 51 years, Peggy,
who feels privileged to be a part of his life and rejoices in his
achievements; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Joseph K. Collins upon the occasion of his designation for special
recognition by St. Francis College; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Joseph K. Collins.
