LEGISLATIVE RESOLUTION honoring William R. Moon upon the occasion of his
retirement after 35 years of distinguished service to Delaware County
WHEREAS, This Legislative Body seeks to acknowledge those individuals
whose professional lives and civic endeavors serve to enhance the stat-
ure of the State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
William R. Moon upon the occasion of his retirement after 35 years of
distinguished service to Delaware County; he will be honored at a
special reception to be celebrated on Saturday, January 17, 2015 at the
Castle on the Delaware, Walton, New York; and
WHEREAS, For the past 35 years, William R. Moon rendered faithful,
conscientious and valuable service to the people of Delaware County in
his position as commissioner of social services; and
WHEREAS, This esteemed man is a 1969 graduate of the University at
Albany, where he also attained his masters in public administration in
1972; in addition, he served his country proudly as a member of the
United States Armed Forces; and
WHEREAS, In 1980, William R. Moon began his tenure as a public admin-
istrator in Delaware County when he became commissioner of social
services; he admirably performed the important duties of directing a
staff of 110 employees in the administration of public assistance
programs, being fiscally responsible for the local budget, and acting as
chief administrator for the county nursing home, among other duties; and
WHEREAS, Since 1986, William R. Moon has also served diligently as a
management consultant and professional trainer in the New Commissioner
Training Program; he has provided individualized instruction to over 125
local commissioners of social services in 55 of 57 upstate counties in
New York State; and
WHEREAS, William R. Moon has published many important books on public
policy, including the COMMISSIONERS REFERENCE GUIDE, NEW STRATEGIES IN
FOSTER CARE: AGENCY OPERATED FOSTER HOMES and the RESOURCE MANAGEMENT
GUIDE, 3rd Edition; and
WHEREAS, In his official acts, William R. Moon was governed by a keen
sense of duty and always showed a unique grasp of human problems; he has
earned the admiration, esteem and affection of his colleagues; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor William R. Moon upon the occasion of his retirement after 35 years
of distinguished service to Delaware County; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to William R. Moon.
