LEGISLATIVE RESOLUTION memorializing Congress to reject the fast track
legislation proposed in S. 995 and H.R. 1890 for the Bipartisan Congres-
sional Trade Priorities and Accountability Act of 2015, also known and
referred to as the Trans-Pacific Partnership (TPP)

WHEREAS, The massive Trans-Pacific Partnership (TPP) is currently being
negotiated among the United States and 11 Pacific Rim countries includ-
ing Japan, Mexico, Malaysia, and Vietnam, which represent 40% of the
world economy; and
WHEREAS, The proposed agreement could destroy jobs, eliminate environ-
mental and consumer protections, and allow international trade tribunals
to overturn American laws; and
WHEREAS, Recently introduced congressional legislation would create a
"fast track" process to rush the agreement through Congress and would
surrender Congress' constitutional rights to oversee trade policy; and
WHEREAS, Fast tracking TPP would force Congressmembers to vote on the
trade agreement without the opportunity to fully debate its provisions
or consider amendments, conditions, or alternatives; and
WHEREAS, Congress should not cede legislative authority to permit a
process that could destroy jobs, harm the environment, and gut
protections for workers and consumers; and
WHEREAS, Fast tracking TPP and similar treaties would risk enormous
harm to New York workers, consumers and the state's environment; now,
therefore, be it
RESOLVED, That the Congress of the United States be and hereby is
respectfully memorialized by this Legislative Body to reject the
proposed bills S. 995 and H.R. 1890 and any other legislation that would
permit the Bipartisan Congressional Trade Priorities and Accountability
Act of 2015, also known and referred to as the Trans-Pacific Partnership
(TPP) to be ratified pursuant to a fast track process; and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to the President of the Senate of the United States, the Speaker
of the House of Representatives, and to each member of the Congressional
delegation from the State of New York.
