COMMEMORATING the 100th Anniversary of Erie County
Medical Center of Buffalo, New York, on March 19,
2018

WHEREAS, It is the sense of this Legislative Body to recognize those
institutions which have faithfully served the health needs of the
community and its citizens with diligence and compassionate commitment;
and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commemorate the 100th Anniversary of the Erie County Medical Center of
Buffalo, New York, on Monday, March 19, 2018; and

WHEREAS, Throughout the year, Erie County Medical Center (ECMC) and
residents of Western New York will Celebrate a Century of True Care with
a myriad of anniversary events; and

WHEREAS, ECMC will host a Community Celebration on Sunday, March 18,
2018; publish a special commemorative history of the hospital; and
beginning December 28, 2017, and concluding on March 18, 2018, the
Medical Center will showcase 100 Days of its rich history via social
media; and

WHEREAS, For a century, ECMC has strived to meet the needs of
patients and their families from across Western New York, and live up to
its promise of delivering the very best patient experiences with
compassionate care; and

WHEREAS, On March 19, 1918, the new Buffalo City Hospital on 462
Grider Street opened its doors to the public as a general hospital with
415 beds and the resources to provide special care for tuberculosis
patients and those with acute communicable diseases; and

WHEREAS, In 1919, the Buffalo City Hospital School of Nursing was
founded; it was the first diploma nursing school in Buffalo to include
university courses, racially integrate students, and admit men; and

WHEREAS, During the 1930s, the hospital received the full and
unqualified approval of the American College of Surgeons as being
acceptable for graduate training in surgery and surgical specialties;
and

WHEREAS, In 1952, an outpatient clinic for children with polio was
opened, and in 1965, the Intensive Care Unit was opened to provide
highly concentrated medical and nursing care; and

WHEREAS, Three years later, Anita Dorr, a registered nurse at the
hospital designed the first crash cart in her basement; originally known
as the Dorr Cart, today's crash cart used universally in emergency
departments contains essential tools and drugs needed in a medical
crisis; and

WHEREAS, In 1972, Dr. Helen Ranney was the recipient of the Reverend
Martin Luther King, Jr. Medical Achievement Award in recognition of her
research in sickle cell anemia; and

WHEREAS, ECMC was proudly named the region's designated trauma
center in 1989, and a decade later, the rooftop heliport was opened; and

WHEREAS, In 2004, the ECMC Healthcare Network becomes an autonomous
health system as a not-for-profit public benefit corporation and is
renamed the Erie County Medical Center Corporation (ECMCC); and

WHEREAS, From its humble beginnings, ECMC has grown into one of the
area's leading healthcare providers and one of the country's most
modern, functional, and efficient healthcare delivery systems; and

WHEREAS, Currently, the advanced academic medical center offers the
residents of Erie County 583 inpatient beds, on- and off-campus primary
care and family health centers, more than 30 outpatient specialty care
services, and Terrace View, a 390-bed long-term care facility; and

WHEREAS, ECMC is also the regional center for trauma, burn care,
behavioral health, transplantation, and medical rehabilitation, and is
proud to be the home of a number of Centers of Excellence, including
those for transplantation and kidney care, behavioral health and
oncology; and

WHEREAS, In addition, ECMC serves as a major teaching facility for
the University at Buffalo, making it a top destination for research and
innovation; and

WHEREAS, The success of ECMC is in direct correlation to the efforts
of its President and CEO Thomas J. Quatroche Jr., Ph.D. and his staff,
whose involvement is, and always has been, characterized by an
impressive commitment, an unbridled enthusiasm, and an uncompromising
standard of excellence in all endeavors on behalf of the institution and
the community it serves; and

WHEREAS, Entering its 100th year, ECMC remains true in purpose and
strong in spirit, taking just pride in its excellent facilities,
dedicated staff and laudable history of quality health care; and

WHEREAS, Venerable and trustworthy institutions, tending to the
needs of the community and its citizenry, represent the threads from
which the fabric of society is woven, and so now is this Legislative
Body moved to recognize the beneficent good works of ECMC, sharing the
pride of its history and accomplishments, and anticipating its future of
continued growth in quality and personalized care; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
extend congratulations and just tribute to Erie County Medical Center,
commemorating its 100th Anniversary of service and care on behalf of the
Buffalo community; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Thomas J. Quatroche Jr., Ph.D., President and CEO, Erie
County Medical Center.
