MEMORIALIZING Governor Andrew M. Cuomo to proclaim
June 13, 2018, as Time Out Day in the State of New
York
WHEREAS, It is the custom of this Legislative Body to recognize
official months that are set aside to increase awareness of serious
issues that affect the lives of citizens of New York State; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body hereby memorializes
Governor Andrew M. Cuomo to proclaim June 13, 2018, as Time Out Day in
the State of New York, in conjunction with the observance of National
Time Out Day; and
WHEREAS, National Time Out Day will be celebrated in hospitals and
ambulatory surgery centers around the country on June 13, 2018; and
WHEREAS, Taking a "time out" before operative and other invasive
procedures is a requirement of the Joint Commission Universal Protocol
to prevent wrong site, wrong procedure surgery; and
WHEREAS, Despite this requirement, the Joint Commission estimates
that wrong site surgeries occur up to 40 times per week; and
WHEREAS, To support the protocol and build greater awareness among
surgical team members, the Association of periOperative Registered
Nurses (AORN) launched the National Time Out Day initiative; and
WHEREAS, The initiative's goal is to prevent errors by ensuring all
members of the surgical team pause before invasive procedures, so they
can communicate as a group and confirm key information about the patient
and the procedure; and
WHEREAS, Recognition of National Time Out Day will bring awareness
to this important patient safety practice and can help to improve
surgical outcomes nationwide; and
WHEREAS, It is imperative that there be greater awareness of this
serious issue, and more must be done to increase activity at the local,
State and National levels; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
memorialize Governor Andrew M. Cuomo to proclaim June 13, 2018, as Time
Out Day in the State of New York; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to The Honorable Andrew M. Cuomo, Governor of the State of
New York.
