LEGISLATIVE RESOLUTION memorializing Governor
Andrew M. Cuomo to proclaim March 3, 2017, as Triple
Negative Breast Cancer Awareness Day in the State of
New York

WHEREAS, It is the custom of this Legislative Body to recognize
official days that are set aside to increase awareness of issues that
affect the lives of citizens of New York State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, it is the sense of this Legislative Body to
memorialize Governor Andrew M. Cuomo to proclaim March 3, 2017, as
Triple Negative Breast Cancer Awareness Day in the State of New York, in
conjunction with the observance of World Triple Negative Breast Cancer
Awareness Day; and

WHEREAS, Breast cancer accounts for 1 in 4 cancer diagnoses among
women in the United States and has directly or indirectly touched the
lives of nearly every New York family; and

WHEREAS, Breast cancers are generally diagnosed based upon the
presence, or lack thereof, of three "receptors" known to fuel most
breast cancers: estrogen receptors, progesterone receptors and human
epidermal growth factor receptor 2 (HER2); the most successful
treatments for breast cancer target these receptors; and

WHEREAS, However, a diagnosis of Triple Negative Breast Cancer
(TNBC) means none of these receptors are present, causing the cancer to
be immune to many common treatments; and

WHEREAS, TNBC occurs in about 10-20% of diagnosed breast cancers and
is more likely to affect younger people, African-Americans, and those of
Hispanic descent; and

WHEREAS, Early-stage detection of TNBC is critical to fighting this
particularly aggressive form of breast cancer; and

WHEREAS, The Triple Negative Breast Cancer Foundation has designated
the third day in March as Triple Negative Breast Cancer Day, the only
global event devoted to raising both awareness of TNBC and funds which
provide critical support for research efforts for those affected by the
disease; and

WHEREAS, In remembrance of the women who have lost their lives to
breast cancer, and in support of those who are currently fighting this
disease, it is appropriate to recognize Triple Negative Breast Cancer
Awareness Day in order to foster public awareness and understanding of
this complex type of breast cancer and to encourage early detection and
prompt treatment; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
memorialize Governor Andrew M. Cuomo to proclaim March 3, 2017, as

Triple Negative Breast Cancer Awareness Day in the State of New York;
and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to The Honorable Andrew M. Cuomo, Governor of the State of
New York.
