HONORING Judith Dicker upon the occasion of her
designation as recipient of the 2019 Lifetime
Achievement Award by The New York State Health
Facilities Association/New York State Center for
Assisted Living

WHEREAS, Individuals and organizations devoted to improving the
quality of life for others, enabling them to build lives of dignity and
self-worth are deserving of the highest praise and recognition; and

WHEREAS, From time to time, society calls upon these individuals and
organizations to be recognized for the significance of their
contributions and efforts to assist others in developing the skills
necessary to be successful, productive citizens; and

WHEREAS, This Legislative Body is justly proud to honor Judith
Dicker upon the occasion of her designation as recipient of the 2019
Lifetime Achievement Award by The New York State Health Facilities
Association/New York State Center for Assisted Living to be celebrated
at its Banquet on Tuesday, May 7, 2019, at Turning Stone Resort, Verona,
New York; and

WHEREAS, A true visionary, Judith Dicker is a woman of great
capacity and a natural leader in the health care industry, possessing
uncommon courage and leadership, far ahead of her time; and

WHEREAS, Judith Dicker has owned and operated two highly regarded
nursing homes, the Hillside Manor Rehabilitation and Extended Care
Center in Queens, and the Hudson Valley Rehabilitation and Extended Care
Center in Highland, since 1975; and

WHEREAS, Currently serving as the Executive Director at Hillside
Manor Rehabilitation and Extended Care Center, Judith Dicker has also
spent her illustrious career as Executive Director for Hillside Manor
Long Term Home Health Care Program, Hillside Manor Adult Day Health Care
and Hillside SurgiCare Center and Hudson Valley Rehabilitation and
Extended Care Center; and

WHEREAS, With boundless energy and determination, Judith Dicker
serves many facets within the framework of the health care community,
always moving forward and striving to ensure a full continuum of quality
health care to address the urgent needs of an ever growing diverse
population; and

WHEREAS, A dedicated mentor, Judith Dicker has inspired legions of
health care workers who have gone on to hold various leadership
positions; and

WHEREAS, Judith Dicker has served as a member of both the New York
State Health Facilities Association (NYSHFA) Board of Directors and the
Public Health Council; she was also designated as President of the
NYSHFA District 12; and

WHEREAS, In addition, she is a Fellow of the American College of
Health Care Administrators, a member of the American Health Care
Association, and a board member of Greater New York Health Care
Facilities Association; and

WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Judith Dicker has displayed
throughout her life; and

WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Judith Dicker upon the occasion of her designation as recipient of
the 2019 Lifetime Achievement Award by The New York State Health
Facilities Association/New York State Center for Assisted Living; and be
it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Judith Dicker.
