HONORING The Most Reverend Howard J. Hubbard upon
the occasion of his designation as recipient of the
Third Age Achievement Award for Human Services by
the Senior Services of Albany

WHEREAS, From time to time this Legislative Body takes note of
certain extraordinary individuals it wishes to recognize for their
valued contributions to the success and progress of society and publicly
acknowledge their endeavors which have enhanced the basic humanity among
us all; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Howard J. Hubbard upon the occasion of his designation as recipient of
the Third Age Achievement Award for Human Services by the Senior
Services of Albany, to be celebrated at its 23rd Annual Awards Luncheon
on Friday, May 10, 2019, at Wolferts Roost Country Club in Albany, New
York; and

WHEREAS, Each year, this auspicious event recognizes the
contributions area residents and professionals have made in their
communities during the Third Age of their lives; Bishop Howard J.
Hubbard is truly deserving of this prestigious award; and

WHEREAS, Howard J. Hubbard was born October 31, 1938, in Troy, New
York, where he attended St. Patrick's School and La Salle Institute;
after graduating, he attended Mater Christi Minor Seminary in Albany in
1956, and earned his degree in philosophy from St. Joseph's Seminary,
Dunwoodie; he continued his studies for the priesthood at the Pontifical
Gregorian University; and

WHEREAS, Howard J. Hubbard began his long and distinguished career
with the Roman Catholic Diocese of Albany as an Associate Pastor of both
St. Joseph's Church in Schenectady, and the Cathedral of the Immaculate
Conception in Albany, and Chaplain for the Kenwood Convent of the Sacred
Heart in Albany; and

WHEREAS, Known as a street priest, Father Howard J. Hubbard was a
constant presence in Albany's South End finding apartments for people
with no place to go, collecting food donations for the hungry, and
driving people with addictions to detox; and

WHEREAS, During that time, Father Howard J. Hubbard founded
Providence House and Hope House, and served as the founding President of
LIVCORP, and President of the Urban League; and

WHEREAS, On February 1, 1977, Father Howard J. Hubbard was appointed
the ninth Bishop of Albany by Pope Paul VI, making him the youngest
bishop in the United States at that time; he was ordained to the
episcopacy on March 27, 1977, at Siena College in Loudonville, New York;
and

WHEREAS, Throughout his tenure, Bishop Howard J. Hubbard served on
numerous committees, and authored two pastoral letters, "We are His
People" and "We are God's Priestly People" and wrote two books, Bread
Broken and Fulfilling the Vision; and

WHEREAS, On February 11, 2014, Bishop Howard J. Hubbard officially
retired after 37 years of service to the Roman Catholic Diocese of
Albany and to the people of his community; and

WHEREAS, It is the sense of this Legislative Body that when a person
of such noble aims and accomplishments is brought to our attention it is
appropriate to publicly and jubilantly proclaim and commend that
individual for the edification of others; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor The Most Reverend Howard J. Hubbard upon the occasion of his
designation as recipient of the Third Age Achievement Award for Human
Services by the Senior Services of Albany; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to The Most Reverend Howard J. Hubbard.
