COMMENDING Robert R. Morgan posthumously upon the
occasion of his designation as recipient of a
Liberty Medal, the highest honor bestowed upon an
individual by the New York State Senate

WHEREAS, Members of the Armed Services from the State of New York,
who have served so valiantly and honorably in wars in which this
country's freedom was at stake, as well as in the preservation of peace
in peacetime, deserve a special salute from this Legislative Body; and

WHEREAS, This Legislative Body is justly proud to commend Robert R.
Morgan posthumously upon the occasion of his designation as recipient of
a Liberty Medal, the highest honor bestowed upon an individual by the
New York State Senate, to be presented at the Saratoga County Honor a
Deceased Veteran Ceremony on Tuesday, September 24, 2019; and

WHEREAS, The New York State Senate Liberty Medal was established by
Resolution and is awarded to individuals who have merited special
commendation for exceptional, heroic, or humanitarian acts on behalf of
their fellow New Yorkers; and

WHEREAS, Robert R. Morgan was born to Jane and Jerome Morgan on
August 5, 1957, in Nyack, New York; in 1972, he and his family moved to
Edinburg, New York, where he graduated from Northville Central School
four years later; and

WHEREAS, On July 10, 1976, Robert R. Morgan married his high school
sweetheart Victoria, and shortly thereafter, he entered into the United
States Army on August 2, 1976, and received basic training at Fort Dix,
New Jersey, where he was commended for his leadership skills and
selected as a Trainee Leader; and

WHEREAS, Robert R. Morgan proudly served his country as a Motor
Transport Operator and Heavy Wheel Vehicle Mechanic with the 287th
Military Police Company, Berlin Brigade in Germany; in this capacity, he
was a Ground Patrol Driver and a Flag Tour Driver; and

WHEREAS, Later, Robert R. Morgan was stationed at Fort Carson,
Colorado, with Headquarters, 4th Infantry Division (Mechanized); he also
completed the Winter Operations Instructor Course at the Northern
Warfare Training Center in Fort Greely, Alaska; and

WHEREAS, For his courageous service, Robert R. Morgan was awarded
the Army Service Ribbon, Army of Occupation Medal, two Good Conduct
Medals, Overseas Service Ribbon, and the NCO Professional Development
Ribbon; and

WHEREAS, Upon the completion of his military service on November 18,
1983, with the rank of Sergeant, Robert R. Morgan returned to New York,
and worked for GE as an electrician; and

WHEREAS, Devoted to his fellow veterans and his community, Robert R.
Morgan was a vital member of the American Legion Post 1076 and then Post
337, and served as a Scout Master for Boy Scout Troop 55; and

WHEREAS, Robert R. Morgan was a true family man; he loved spending
time with his wife and three children, and enjoyed spending time
outdoors; and

WHEREAS, Robert R. Morgan died on January 3, 2017, at the age of 59;
and

WHEREAS, Residents of this great State must never forget the courage
with which these men and women served their country, and must recognize
that no greater debt is owed than that owed to those who gave their
lives for their beloved Nation and to those who continue to be missing
in action; and

WHEREAS, Having exhibited his patriotism both at home and abroad,
Robert R. Morgan demonstrated his love for his country and merits
forevermore the highest respect of his State and Nation; and

WHEREAS, Our Nation's veterans deserve to be recognized, commended
and thanked by the people of the State of New York for their service and
for their dedication to their communities, their State and their Nation;
now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Robert R. Morgan posthumously upon the occasion of his
designation as recipient of a Liberty Medal, the highest honor bestowed
upon an individual by the New York State Senate; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Robert R. Morgan.
