COMMEMORATING the retirement of Keith Zimmerman,
who served the people of St. Lawrence County and New
York State for 32 years as a Planner, Deputy
Planning Director and Director of the St. Lawrence
County Planning Office
WHEREAS, It is the sense of this Legislative Body to convey its
grateful appreciation in recognition of the service of Keith Zimmerman
who worked on behalf of the people of St. Lawrence County for over three
decades ; and
WHEREAS, Keith Zimmerman's service included helping communities to
develop land use regulations for emerging technologies, including
wireless communication towers, commercial wind turbines and big box
retail development; and
WHEREAS, During his career, his leadership and insight played an
important role in the development of the county's 1995 Policy Guide, the
delivery of the First Time Homebuyer Program, the County's response to
the 1998 Ice Storm emergency, the environmental remediation of the
Sealand hazardous waste site in Lisbon, the cleanup of the former J&L
Steel site in Clifton, and the County's emergency response to the 2019
flooding on the St. Lawrence River; and
WHEREAS, Throughout his career, St. Lawrence County has repeatedly
turned to Keith Zimmerman for his assistance and leadership skills,
asking him to help develop a timely financial plan as a member of the
budget team and to step in and serve as Emergency Management Director
and Information Technology Director when those departments needed
interim directors; and
WHEREAS, When St. Lawrence County designed and constructed its Human
Services Complex and County Jail complex, Keith Zimmerman helped develop
the plan to provide modern facilities for the people of the County; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commemorate the retirement of Keith Zimmerman, who served the people of
St. Lawrence County and New York State for 32 years as a Planner,
Deputy Planning Director and Director of the St. Lawrence County
Planning Office; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Keith Zimmerman.
