CONGRATULATING Detective Lieutenant James P. Boyer
upon the occasion of his retirement after nearly 30
years of distinguished service to the Rome Police
Department

WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished officers and citizens who would devote
themselves to public service, demonstrating great courage and diligence
in providing for the care and welfare of the citizens of their
communities and this great Empire State; and

WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their
exemplary contributions and service on behalf of others; and

WHEREAS, This Legislative Body is justly proud to congratulate
Detective Lieutenant James P. Boyer upon the occasion of his retirement
after nearly 30 years of distinguished service to the Rome Police
Department; and

WHEREAS, James P. Boyer began his illustrious career in law
enforcement as a Patrol Officer with the Rome Police Department in May
of 1990, after spending a short time as a Deputy at the county jail; and

WHEREAS, As an up-and-coming officer, James P. Boyer was at the
forefront of several new police units; he was one of the first officers
trained for a revived SWAT team in the mid-1990s, and was one of the
department's first bicycle patrol officers; and

WHEREAS, For his steadfast and unwavering commitment to the
department, James P. Boyer climbed the ranks to become Sergeant followed
by Lieutenant, and joined the Detective Division in 2000; and

WHEREAS, This esteemed Lieutenant was one of the longest serving
Rome Police Officers still active in the department; he officially
retired as head of the Detective Division on Thursday, January 30, 2020,
a unit he has been with in one role or another for more than 19 years;
and

WHEREAS, In this capacity, Detective Lieutenant James P. Boyer
worked tirelessly investigating some of the department's most noteworthy
cases; he will soon begin a new position with the Oneida Nation Police
Department; and

WHEREAS, A lifelong resident of Rome, New York, James P. Boyer
graduated from Rome Catholic School where he was recently inducted into
the Hall of Fame; he went on to earn degrees from both Mohawk Valley
Community College and SUNY Cortland; and

WHEREAS, For nearly three decades, Detective Lieutenant James P.
Boyer rendered faithful, conscientious and valuable service to the Rome

Police Department, earning him the admiration, esteem and affection of
his colleagues; and

WHEREAS, With him throughout have been his wife, Cathy, and their
two daughters, Kelly and Katelyn, who have all shown him love and
support and rejoice in his many achievements; and

WHEREAS, It is the sense of this Legislative Body that those
dedicated public servants who unselfishly devote their lives to the
preservation of order and the protection of others are worthy and due
full praise for their commitment and noble endeavors; now, therefore, be
it

RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Detective Lieutenant James P. Boyer upon the occasion of
his retirement after nearly 30 years of distinguished service to the
Rome Police Department; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Detective Lieutenant James P. Boyer.
