HONORING Dr. Jason A. Andrews upon the occasion of
being named the 2019 New York State Superintendent
of the Year by The New York State Council of School
Superintendents

WHEREAS, It is the practice of this Legislative Body to take note of
and publicly acknowledge individuals of remarkable integrity and
character whose endeavors have enhanced the quality of education in this
great State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Dr. Jason A. Andrews upon the occasion of being named the 2019 New York
State Superintendent of the Year by The New York State Council of School
Superintendents (THE COUNCIL); this momentous occasion was celebrated
with a Ceremony on Tuesday, November 13, 2018, at Windsor Central High
School; and

WHEREAS, In honor of this recognition, Broome County Executive Jason
Garnar named November 13, 2018, Dr. Jason Andrews Day in Broome County;
and

WHEREAS, Dr. Jason A. Andrews has served as Superintendent of the
Windsor Central School District since January of 2006, when he became
New York's youngest school Superintendent, a status he retained for
several years; and

WHEREAS, With a steadfast and unwavering commitment to his
profession, Dr. Jason A. Andrews currently serves on the Executive
Committee for the NYS Council of School Superintendents, NYS Education
Commissioner's Advisory Council, and the National Center for Educational
Research and Technology National Board; and

WHEREAS, A charter member of the Institute for Innovation, Dr. Jason
A. Andrews also consults with districts across the country regarding
Professional Learning Communities, strategic planning, and preventing
bullying and harassment; and

WHEREAS, During his tenure, Dr. Jason A. Andrews has overseen more
than $60 million in improvements to facilities in the District, allowing
the Windsor Central School District to serve students with an
outstanding learning environment; and

WHEREAS, Under the able leadership of Dr. Jason A. Andrews, the
District has earned a number of statewide and national honors, including
being named One of the Best Communities for Music Education; and

WHEREAS, Furthermore, Windsor has the highest number of newly-named
NYS Master Teachers among districts in the Southern Tier, boasts the
2018 Middle School Principal of the Year and the Empire State Excellence
in Teaching Award winner; and

WHEREAS, Throughout Dr. Jason A. Andrews' illustrious tenure, the
number of co-curricular activities in the Middle School and High School,
along with the number of Advanced Placement and college-credit courses
in the High School has dramatically increased; and

WHEREAS, In addition, Windsor has been a lead district in the
Breakfast in the Classroom program, providing free breakfast to every
student, and its summer program gives Universal Prekindergarten-12
students access to high-quality STEAM, fine arts and athletics
programming, and employment opportunities for older students to serve as
mentors; and

WHEREAS, Dr. Jason A. Andrews is respected statewide as an
educational leader and truly exemplifies the best of his profession; as
a member of the Executive Committee, he is a thoughtful and informed
leader, providing keen insight on key issues affecting New York State;
and

WHEREAS, The Windsor community is indeed fortunate and blessed to
have such a dedicated and respected educational leader; his wisdom and
contributions reach into every classroom, truly making a difference in
the lives of those lucky enough to work with him; and

WHEREAS, A significant contributor to education in New York State,
Dr. Jason A. Andrews continually demonstrates an impressive dedication,
an unparalleled devotion and an unremitting enthusiasm for the quality
of the educational programs and opportunities offered at the Windsor
Central School District for the benefit of its faculty and students, as
well as for the entire community; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. Jason A. Andrews upon the occasion of being named the 2019 New
York State Superintendent of the Year by The New York State Council of
School Superintendents; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Dr. Jason A. Andrews.
