COMMENDING Deputy NYPD Commissioner Benjamin B.
Tucker upon the occasion of his designation for
special recognition by One Hundred Black Men, Inc.
on February 21, 2019

WHEREAS, The quality and sanctity of community life are cherished
values, worthy of safeguarding, and this Legislative Body is moved to
honor those individuals who serve to preserve and protect such values,
lauding particularly their unwavering courage and dedication in the
daily performance of their duties; and

WHEREAS, This Legislative Body is justly proud to commend Deputy
NYPD Police Commissioner Benjamin B. Tucker upon the occasion of his
designation for special recognition by One Hundred Black Men, Inc.,
celebrated at its 39th Annual Benefit on Thursday, February 21, 2019, at
Sheraton Times Square Hotel in New York, New York; and

WHEREAS, Deputy Commissioner Benjamin B. Tucker truly exemplifies
the Gala's 2019 theme, "The Power of Unity Builds Brighter Futures"; and

WHEREAS, One Hundred Black Men, Inc. of New York began in New York
City in 1963 as an organization of like-minded business, political and
community leaders which convened to capitalize on the collective power
of the community to address issues of concern, inequities, and choosing
to empower African Americans to be agents of change in their own
communities; and

WHEREAS, Born in 1951 in Bedford-Stuyvesant, Brooklyn, Benjamin B.
Tucker earned his Bachelor of Science degree in criminal justice from
John Jay College of Criminal Justice in 1977; he furthered his education
by obtaining his Juris Doctor from Fordham University School of Law; and

WHEREAS, Benjamin B. Tucker began his distinguished career in law
enforcement as a police trainee with the NYPD in 1969; three years
later, he was sworn in as a patrolman; in 1983, he was promoted to the
rank of Sergeant, the position from which he officially retired in 1991;
and

WHEREAS, During this time, Benjamin B. Tucker worked for the New
York City Civilian Complaint Review Board, in various positions with
former Mayor Ed Koch's administration, and with former Manhattan Borough
President Ruth Messinger; and

WHEREAS, Benjamin B. Tucker also served as a professor of criminal
justice at Pace University, and was a consultant for the Urban
Institute, as well as Director of Field Operations and Senior Research
Associate at the National Center on Addiction and Substance Abuse at
Columbia University; and

WHEREAS, In addition, Benjamin B. Tucker held the title of Deputy
Director for Operations at the United States Department of Justice,
Office of Community Oriented Policing Services; Executive Director of
the New York City Commission on Human Rights; Deputy Assistant Director

for Law Enforcement Services in the Office of New York City Mayor
Michael Bloomberg as Chief Executive for School Safety and Planning at
the New York City Department of Education; and

WHEREAS, In September of 1995, Benjamin B. Tucker was appointed by
President William Jefferson Clinton and served as Deputy Director for
Operations in the Office of Community Oriented Policing Services at the
United States Department of Justice, where he was responsible for
funding decisions and recommendations resulting in the awarding and
oversight of grants to state and local law enforcement agencies in
excess of five billion dollars; and

WHEREAS, On November 5, 2014, Benjamin B. Tucker was appointed the
43rd First Deputy New York City Police Commissioner in a ceremony at 1
Police Plaza in New York City; in this capacity, he is second in command
of the nation's largest police force with a uniformed strength of
approximately 35,000, plus several thousand in support staff; and

WHEREAS, With him throughout has been his wife, Diana, who has shown
him love and support and rejoices in his many achievements; and

WHEREAS, It is the sense of this Legislative Body that those
dedicated public servants who unselfishly devote their lives to the
preservation of order and the protection of others are worthy and due
full praise for their commitment and noble endeavors; now, therefore, be
it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Deputy NYPD Commissioner Benjamin B. Tucker upon the occasion of
his designation for special recognition by One Hundred Black Men, Inc.;
and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Deputy NYPD Commissioner Benjamin B. Tucker.
