COMMENDING Reverend Dr. Samuel Nicolas for 25
years of distinguished service, leadership and
guidance to the Evangelical Crusade of Fishers of
Men's 8am Sunday Morning Worship Service

WHEREAS, The character and richness of religious and community life
in this noble Empire State is nourished and fulfilled through the
faithful concern and selfless devotion of those who would commit their
energies and purpose to the ministry of others; and

WHEREAS, It is the sense of this Legislative Body to bring full
recognition and just tribute to those individuals who distinguish
themselves and the ministry through their unremitting commitment and
preeminence of service; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Reverend Dr. Samuel Nicolas for 25 years of distinguished
service, leadership and guidance to the Evangelical Crusade of Fishers
of Men's 8am Sunday Morning Worship Service to be celebrated on Sunday,
February 24, 2019; and

WHEREAS, Born in Port-au-Prince, Haiti, Samuel Nicolas came to the
United States at 9 years old; he earned a sociology degree from Hunter
College before graduating from the New York Evangelical Seminary with a
Master of Divinity degree with a concentration in Pastoral and Family
Counseling; and

WHEREAS, Furthermore, he holds several honorary doctorate degrees
and advanced certificates; and

WHEREAS, In October of 2014, Dr. Samuel Nicolas was installed as the
Senior Pastor of the Evangelical Crusade of Fishers of Men, Inc. in
Brooklyn, New York, the church founded by his father, Bishop Philius H.
Nicolas; and

WHEREAS, Reverend Dr. Samuel Nicolas, affectionately known by his
congregation as Pastor Sam, began the 8am Sunday Morning Worship Service
in 1995 with just 12 members; and

WHEREAS, Today, under the luminous direction of Reverend Dr. Samuel
Nicolas, the Evangelical Crusade of Fishers of Men's 8am Sunday Morning
Worship Service now has more than 1,200 attendees; and

WHEREAS, Reverend Dr. Samuel Nicolas is also currently serving his
first term as the fourth President of the Haitian Evangelical Clergy
Association; and

WHEREAS, With over 25 years of experience in government operations
complemented by strong leadership and problem-solving skills, Reverend
Dr. Samuel Nicolas is blessed with a strong work ethic, planning and
community development, as well as the ability to organize and implement
small and large projects; and


WHEREAS, Reverend Dr. Samuel Nicolas spent his illustrious career as
the Director of Community Relations and Constituent Services in the
Office of the New York State Comptroller, the first Haitian to ever hold
that title; and

WHEREAS, Prior to retiring from the City of New York, Reverend Dr.
Samuel Nicolas served as the Senior Advisor to the Deputy Commissioner
for Community Development at the New York City Department of Youth and
Community Development; and

WHEREAS, Reverend Dr. Samuel Nicolas has brought to his ministry an
overwhelming spirit of charity and compassion, acting from vision and
enlightenment in conducting his administrative and spiritual duties,
while always displaying the highest standards of personal and
professional integrity and dedication; and

WHEREAS, With him throughout have been his wife of more than 30
years, Faride, and their three children, Jonathan (Tonya), Marc and
Gloria, who have all shown him love and support and rejoice in his many
achievements; and

WHEREAS, This distinguished man of God has always given
enlightenment, guidance and wisdom to the many entrusted to his care and
has administered abundantly and unstintingly to the spiritual and
corporal needs of all; and

WHEREAS, It is the sense of this Legislative Body that when a person
of such noble aims and accomplishments is brought to our attention it is
appropriate to publicly and jubilantly proclaim and commend that
individual for the edification of others; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Reverend Dr. Samuel Nicolas for 25 years of distinguished
service, leadership and guidance to the Evangelical Crusade of Fishers
of Men's 8am Sunday Morning Worship Service, noting his unremitting and
compassionate faith and his exemplary service to God, man, and his
community, and extending to him the heartfelt best wishes of this
Legislative Body for a future of purposeful success and well-being; and
be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Reverend Dr. Samuel Nicolas.
