HONORING Claire Shulman upon the occasion of her
designation as recipient of the 1st Annual Jo-Ann
Jones Award for Devoted Leadership by the Flushing
Council on Culture and the Arts

WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Claire Shulman upon the occasion of her designation as recipient of the
1st Annual Jo-Ann Jones Award for Devoted Leadership by the Flushing
Council on Culture and the Arts to be celebrated at Flushing Town Hall's
40th Annual Gala on Thursday, June 6, 2019; and

WHEREAS, Claire Shulman has been called upon to contribute her time
and talents to countless civic and charitable endeavors and has always
given of herself unstintingly; and

WHEREAS, Born February 23, 1926, in Brooklyn, New York, Claire
Shulman is the first woman in Queens history to serve as Queens Borough
President; and

WHEREAS, Claire Shulman worked as a Registered Nurse before
beginning her illustrious political career in 1966, when she was
appointed to a community board; she went on to become Queens Borough
President Donald Manes' Director of Community Boards in 1972, and his
Deputy in 1980; and

WHEREAS, Claire Shulman was elected Borough President by a unanimous
vote of the nine City Council members from Queens on March 12, 1986, the
esteemed position she held until 2002; and

WHEREAS, A true asset to the community, Claire Shulman serves as a
member of the Board of Directors of New York Hospital Queens and St.
Mary's Healthcare System for Children; she also assisted the Queens Zoo
in obtaining its first bald eagle; and

WHEREAS, Claire Shulman and her husband, Melvin, are the proud
parents of three children, Dr. Ellen S. Baker, Dr. Lawrence Shulman and
the late Kim Shulman; and

WHEREAS, Throughout the entire period of her community service, a
period of constructive involvement, Claire Shulman has stood constant in
dignity, good grace and humor; and

WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Claire Shulman has displayed
throughout her life; and

WHEREAS, It has always been the objective of this Legislative Body
to honor and support those individuals who have displayed their
commitment to the betterment of their communities, and it is the intent
of this Legislative Body to inscribe upon its records, this tribute to
Claire Shulman, that future generations may know and appreciate her
admirable character, her many benevolent deeds, and the respect and
esteem in which she is held by her peers; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Claire Shulman upon the occasion of her designation as recipient
of the 1st Annual Jo-Ann Jones Award for Devoted Leadership by the
Flushing Council on Culture and the Arts; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Claire Shulman.
