HONORING Neil Guiles upon the occasion of his
induction into the Asphalt Emulsion Manufacturers
Association Hall of Fame

WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Neil Guiles upon the occasion of his induction into the Asphalt Emulsion
Manufacturers Association (AEMA) Hall of Fame; and

WHEREAS, The organization's Hall of Fame Award is given to a person
who has made a substantial contribution over a long period of time to
the development of AEMA or the advancement of the emulsion industry;
Vestal Asphalt, Inc. President Neil Guiles is one such individual; and

WHEREAS, Neil Guiles' involvement in manufacturing and applying
liquid asphalt emulsions dates back to the 1970s when he founded his
first company, Neil I. Guiles Excavating & Paving; in 1983, he
incorporated as Vestal Asphalt, Inc.; and

WHEREAS, Under the able leadership of Neil Guiles, Vestal Asphalt,
Inc. has provided pavement preservation and road maintenance products
and services to municipalities and private companies throughout New York
and Pennsylvania for more than 40 years; and

WHEREAS, An active member and Director of AEMA for more than three
decades, Neil Guiles is one of only two people to have served as
President of both AEMA and the International Slurry Surfacing
Association (ISSA) during his tenure; and

WHEREAS, In addition, he has served as board member and past
president of the Liquid Asphalt Distributors Association of New York
(LADA of NY) and the Pennsylvania Association of Asphalt Materials
Applicators (PAAMA); and

WHEREAS, It is the custom of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Neil Guiles upon the occasion of his induction into the Asphalt
Emulsion Manufacturers Association Hall of Fame; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Neil Guiles.
