HONORING Grand Worthy Matron Mary L. Boyd-Foy upon
the occasion of her designation for special
recognition by Eureka Grand Chapter, Prince Hall
Order Eastern Star, Inc., State of New York on April
13, 2019

WHEREAS, It is the sense of this Legislative Body to recognize that
the quality and character of life in the communities across New York
State are reflective of the concerned and dedicated efforts of those
organizations and individuals who would devote themselves to the welfare
of the community and its citizenry; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Grand Worthy Matron Mary L. Boyd-Foy upon the occasion of her
designation for special recognition by Eureka Grand Chapter, Prince Hall
Order Eastern Star, Inc., State of New York, to be celebrated at its
Testimonial Luncheon on Saturday, April 13, 2019, at Riccardo's by the
Bridge, Queens, New York; and

WHEREAS, A resident of Holliswood, Queens, Mary L. Boyd-Foy has
given tirelessly of her time and energies to Eureka Grand Chapter,
Prince Hall Order Eastern Star, Inc., State of New York; she was the
Founder and First Worthy Matron of Emerald Chapter No. 81 from October
of 1985 to December of 1986; and

WHEREAS, Mary L. Boyd-Foy was elected and served as Grand Trustee,
Eureka Grand Chapter from 1997 until 1999, before serving as its Worthy
Matron for two consecutive years in 2006 and 2007; she went on to become
this vital organization's Grand Secretary in 2008; and

WHEREAS, This extraordinary woman has held countless leadership
positions within Eureka Grand Chapter, some of which include Grand
Conductress, Grand Associate Matron, and Grand Worthy Matron, the
esteemed position she continues to hold today; and

WHEREAS, Mary L. Boyd-Foy graduated with distinction from Columbia
University with a Bachelor of Arts degree; she went on to attend Boston
University School of Social Work, and is a Certified Compliance
Administrator; and

WHEREAS, Active in her community, Mary L. Boyd-Foy is a member of
the African American Advisory Committee and has served as Chairman of
the Board of Directors for Hilltop Village Cooperative No. 2, Queens,
for eight years; she is also a lifetime member of the Veterans of
Foreign Wars of the United States of America, Ladies Auxiliary; and

WHEREAS, Appointed by Presidents Ronald Reagan and George W. Bush,
Mary L. Boyd-Foy served as Corporate Representative on the National
Small, Minority, Women's Business Committee, United States Department of
Commerce for four years; and

WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Grand Worthy Matron Mary L. Boyd-Foy upon the occasion of her
designation for special recognition by Eureka Grand Chapter, Prince Hall
Order Eastern Star, Inc., State of New York on April 13, 2019; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Grand Worthy Matron Mary L. Boyd-Foy.
