HONORING the recipients of the 2019 New York State
Police Officer of the Year Award, and the recipients
of a Certificate of Exceptional Valor, in
conjunction with the observance of National Law
Enforcement Appreciation Day, January 9, 2020

WHEREAS, New York State has long been committed to supporting its
law enforcement professionals; and

WHEREAS, The quality and sanctity of community life are cherished
values, worthy of safeguarding, and this Legislative Body is moved to
honor those individuals who serve to preserve and protect such values,
lauding particularly their unwavering loyalty and dedication in the
daily performance of their duties; and

WHEREAS, This Legislative Body is justly proud to honor the
recipients of the 2019 New York State Police Officer of the Year Award,
and the recipients of a Certificate of Exceptional Valor, in conjunction
with the observance of National Law Enforcement Appreciation Day,
January 9, 2020; and

WHEREAS, First presented in 1984, the New York State Police Officer
of the Year Award recognizes a single police officer or team of officers
for an exceptional act of valor, symbolizing the service of police in
New York State; and

WHEREAS, A Certificate of Exceptional Valor is awarded to
outstanding officers who perform meritorious acts in the line of duty;
and

WHEREAS, The recipients of the 2019 Police Officer of the Year Award
include: Lieutenant James Milana, Officer Victoria Losurdo and Officer
Travis Rheinheimer of the Syracuse Police Department; and

WHEREAS, The recipients of a Certificate of Exceptional Valor are:
Sergeant Daniel Waer, Officer Cameron Auffant and Officer Dilann Chewens
of the Catskill Village Police Department; Officer Trevor J. LaGrave of
the East Greenbush Town Police Department; Deputy John Dunn and Deputy
Shane Miller of the Erie County Sheriff's Office; Officer Arcangelo F.
Liberatore of the Irvington Police Department; Detective Brian Glacken
and Detective Christopher Williams of the New York City Police
Department; Forest Ranger Richard D. Franke Jr. of the New York State
Department of Environmental Conservation Division of Forest Protection;
Trooper Nicholas F. Clark of the New York State Police; and Officer
Michael Sprague of the Port Chester Police Department; and

WHEREAS, These valiant honorees were commended on Monday, September
16, 2019, for demonstrating great courage and diligence in their prompt
and astute actions in their professional daily tasks; and

WHEREAS, The great State of New York is fortunate to have brave
public servants who risk their lives in the line of duty each day to

protect the residents of our communities; no greater debt is owed than
that owed to those who are willing to put service over self; and

WHEREAS, As we pay just tribute to these 15 valiant officers, in
conjunction with the observance of National Law Enforcement Appreciation
Day, we are also honoring the thousands of police officers who
contribute to New York's standing as the safest large State in America;
and

WHEREAS, It is the sense of this Legislative Body that those
dedicated public servants who unselfishly devote their lives to the
preservation of order and the protection of others are worthy and due
full praise for their commitment and noble endeavors; now, therefore, be
it

RESOLVED, That this Legislative Body pause in its deliberations to
honor the recipients of the 2019 New York State Police Officer of the
Year Award, and the recipients of a Certificate of Exceptional Valor, in
conjunction with the observance of National Law Enforcement Appreciation
Day, January 9, 2020; and be it further

RESOLVED, That copies of this Resolution, suitably engrossed, be
transmitted to the aforementioned honorees.
