HONORING Emil Paparella upon the occasion of his
retirement after three decades of public service
WHEREAS, Individuals who give of their time and energies and serve
the best interests of their communities are an asset beyond remuneration
and cannot be sufficiently extolled; and
WHEREAS, Emil Paparella has given not only of his time and energies
but also of his competence, intelligence and leadership and consequently
has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor Emil
Paparella upon the occasion of his retirement after three decades of
public service, to be celebrated with a party in his honor on Wednesday,
December 18, 2019; he will officially retire on Tuesday, December 31,
2019; and
WHEREAS, Emil Paparella, a lifelong resident of Utica, New York, is
retiring from his post of County Legislator for North Utica after 33
years of service; and
WHEREAS, In his time as County Legislator, Emil Paparella has held
many positions for the county including serving as a member of the
Economic Development and Tourism Committee, Ways and Means and Airport
Committee, Mohawk Valley Economic Development District, and the
Herkimer-Oneida Counties Governmental Policy and Liaison Committee; he
also held the title of Chairman of the Health and Human Resources
Committee; and
WHEREAS, Emil Paparella went above and beyond his role as a public
servant with his volunteer service to the community; among his vast list
of volunteer experiences, he served as Treasurer and Member of the Board
of Directors of the North Utica Senior Citizens Community Center; and
WHEREAS, Furthermore, he held the esteemed position of Trustee of
St. Peter's Church, and is a member of Moose Lodge and Fraternal Order
of the Eagles, Aire No. 97; and
WHEREAS, A true pillar of his community, Emil Paparella is retired
from Lockheed-Martin, formerly General Electric, and is a retired member
of the International Association of Machinists LL 784, and the General
Electric Quarter Century Club; and
WHEREAS, With him throughout have been his wife, the former M. Janet
Benzo, their children, Deacon Anthony, Mark, and Emily, as well as their
five loving grandchildren, all of whom feel privileged to be a part of
his life and rejoice in his achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Emil Paparella has displayed
throughout his life; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Emil Paparella upon the occasion of his retirement after three
decades of public service, noting all the hard work he has done for the
North Utica region over the past 33 years; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Emil Paparella.
