COMMENDING Noah Lowe upon the occasion of his
designation as a recipient of the Liberty Medal, the
highest honor bestowed upon an individual by the New
York State Senate

WHEREAS, It is the sense of this Legislative Body to recognize and
commend the caring concern and heroic acts of people who take prompt and
appropriate action in emergency situations, responding when others are
in need of help; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Noah Lowe upon the occasion of his designation as a recipient of
the Liberty Medal; and

WHEREAS, The New York State Senate Liberty Medal was established by
Resolution and is awarded to individuals who have merited special
commendation for exceptional, heroic or humanitarian acts on behalf of
their fellow New Yorkers; and

WHEREAS, In April of 2021, six-year-old Noah Lowe discovered his
great-grandfather on the floor in his room, experiencing a cardiac
emergency; and

WHEREAS, Without hesitation, this brave young child overcame his
fear during a stressful situation, shaking his grandfather awake, giving
him his phone and calling 911; and

WHEREAS, Shortly thereafter, emergency responders arrived and
transported the elderly man to an area hospital for treatment; and

WHEREAS, Noah Lowe's quick thinking and his inherent will to help
those in need runs in his family, as it is made up of a number of
firefighters and emergency medical technicians, including his mother,
Heather Lipczynski, who is a fourth-generation firefighter; and

WHEREAS, A truly brave and courageous boy, Noah Lowe played a vital
role in this extraordinary rescue effort, and should be praised by the
people of this great Empire State for his astute actions in attempting
to preserve the life of his great-grandfather; and

WHEREAS, Noah Lowe, in this extraordinarily selfless act, aptly
demonstrated his character, compassion and maturity, personifying, by
virtue of his action, the collective concern of ordinary citizens across
the communities of New York State which voluntarily respond when others
are in need of help; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Noah Lowe upon the occasion of his designation as a recipient of
the Liberty Medal, the highest honor bestowed upon an individual by the
New York State Senate; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Noah Lowe.
