HONORING Lieutenant Sean Dougherty upon the
occasion of his retirement after 20 years of
distinguished service to the Utica Police Department

WHEREAS, Law enforcement officers from the State of New York put
their lives on the line day in and day out for the citizens of this
great Empire State; and

WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished officers who would devote themselves to public
service, demonstrating great courage and diligence in providing for the
care and welfare of the citizens of their communities and this great
Empire State; and

WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
deserve the respect and admiration of their community for their
exemplary contributions and service on behalf of others; Lieutenant Sean
Dougherty is one such individual; and

WHEREAS, This Legislative Body is justly proud to honor Lieutenant
Sean Dougherty upon the occasion of his retirement after 20 years of
distinguished service to the Utica Police Department; he officially
retired on Friday, October 29, 2021; and

WHEREAS, Sean Dougherty joined the Utica Police Department on
October 8, 2001; he became a Field Training Officer in 2005, before
being promoted to Supervisor on June 20, 2007; and

WHEREAS, From June of 2007 until June of 2011, he served as a Patrol
Supervisor before being assigned to Professional Standards as its Unit
Commander in 2011; and

WHEREAS, Sean Dougherty was promoted to the esteemed rank of
Lieutenant on June 1, 2015, the position from which he held at the time
of his retirement; and

WHEREAS, Lieutenant Sean Dougherty also served as liaison to the
Oneida County Department of Mental Health where he was responsible for
the enactment of the MCAT program within the Department; in addition, he
was assigned as the Director of the Mohawk Valley Crime Analysis Center
on May 25, 2020; and

WHEREAS, As part of the Oneida County Overdose Response Team,
Lieutenant Sean Dougherty was responsible for the implementation of the
Danger Assessment-Law Enforcement (DA-LE) form within the Patrol
Division to identify high-risk domestic violence victims; and

WHEREAS, Furthermore, Lieutenant Sean Dougherty served as the
Commander of the Juvenile Aid Division; and

WHEREAS, It is the sense or this Legislative Body that those
dedicated public servants who unselfishly devote their lives to the

preservation of order and the protection of others are worthy and due
full praise for their commitment and noble endeavors; now, therefore, be
it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Lieutenant Sean Dougherty upon the occasion of his retirement, and
to wish him well in all his future endeavors; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Lieutenant Sean Dougherty.
