HONORING Dr. Asneth Council for her outstanding
work in her community by Childcare and Nutrition at
the Police Athletic League Inc. in Brooklyn on April
8, 2022

WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Dr. Asneth Council for her outstanding work in her community by
Childcare and Nutrition at the Police Athletic League Inc. in Brooklyn
on April 8, 2022; and

WHEREAS, Dr. Asneth Council, PhD. is an experienced Organizational
Psychologist and Educator whose work is focused on supporting children,
families, and staff to achieve their highest potential; and

WHEREAS, She is driven by a desire to see others achieve their
personal best; this desire has translated itself into her providing
leadership coaching and mentoring for varied groups of professionals;
and

WHEREAS, Dr. Asneth Council has conducted workshops in the United
States and overseas on numerous topics such as Employee Wellness,
Creating a Culture of Psychological Safety in the Workplace, Using Data
as a Decision-Making Tool, Employee Motivation, Using Psychology to
manage workplace stress, and Systems Development in Early Education; and

WHEREAS, Currently, she holds the esteemed position as Director of
Childcare and Nutrition at the Police Athletic League Inc. in New York;
and

WHEREAS, Dr. Asneth Council is an Adjunct Professor for Bank Street
College of Education in the Educational Leadership Master of Science
Degree Program; and

WHEREAS, Amongst her many educational accomplishments, Dr. Asneth
Council attended The St. Hilda's Diocesan High School and EXED Community
College; she holds Bachelor of Science degrees in Behavioral Science and
Education, a master's degree in Public Administration (MPA), a Master of
Arts degree in Social and Organizational Psychology from Columbia
University, and a Doctorate in Industrial and Organization Psychology;
and

WHEREAS, While finishing her Doctoral Studies, Dr. Asneth Council
completed research on "The experiences of Burnout in Lead Teachers in
Head Start."; and

WHEREAS, Dr. Asneth Council is a Certified Grant and Proposal Writer
and is certified in Professional Human Resource Management and Conflict
Resolution; and

WHEREAS, A member of several Boards and Advisory committees in the
United States, Dr. Asneth Council has been the recipient of numerous
awards and accolades including the 2008 United States Congressional
Award in Education and Community Service from Congressman Edolphus
Towns; and

WHEREAS, The success of Childcare and Nutrition at the Police
Athletic League Inc. is in direct correlation to the efforts of Dr.
Asneth Council, whose involvement is, and always has been, characterized
by an impressive commitment, an unbridled enthusiasm, and an
uncompromising standard of excellence in all endeavors on behalf of the
league and the community-at-large; and

WHEREAS, It is the custom of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. Asneth Council for her outstanding work in her community; and
be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Dr. Asneth Council.
