Senate Resolution No. 2548

BY: Senator KAPLAN

CONGRATULATING Sahar Juliet Tartak upon the
occasion of capturing first place in the
International DECA competition in Atlanta, March
23-26, 2022

WHEREAS, It is the intent of this Legislative Body to commend and
pay tribute to those young people who, by achieving outstanding success
in educational competition, have inspired and brought pride to our
majestic Empire State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
congratulate Sahar Juliet Tartak upon the occasion of capturing first
place in the International DECA competition in Atlanta, March 23-26,
2022; and

WHEREAS, DECA was established in 1946 with the goal of preparing
students for careers in marketing, finance, hospitality, and management
in high schools and colleges around the globe; and

WHEREAS, This sterling organization prepares future business leaders
by providing students with opportunities to learn real-world business
skills, and allowing them to demonstrate their skills, either in teams
or individually, in competition; and

WHEREAS, DECA is organized into two unique student divisions each
with programs designed to address the learning styles, interest, and
focus of its members; the High School Division includes over 170,000
members in 3,200 schools and the Collegiate Division includes nearly
5,000 members in 200 colleges and universities; and

WHEREAS, Sahar Juliet Tartak participated in DECA's "Human Resources
Management" event, an individual competition; in this event, competitors
are given a briefing on a human resources situation on the spot at a
given company and have to solve/handle the situation; they have 10
minutes to prepare a solution and 10 minutes to present the solution to
the judge; competitors also take a test surrounding business management
and administration; the test and the "roleplay" presentations add up to
a score which DECA uses to rank its competitors; and

WHEREAS, Sahar Juliet Tartak won 1st place out of 200 international
qualifiers, with each qualifier having won the event in their respective
state/region in order to qualify for the international competition; and

WHEREAS, For instance, one of the situations was a company whose
employees were behaving poorly in public, for example being drunk and
belligerent, while wearing company clothes, even though they were not at
work; so, roleplaying the Human Resource Director of the company, Sahar
Juliet Tartak had to come up with a solution that balanced their privacy
outside of work while upholding the company's reputation; and

WHEREAS, Additionally, Sahar Juliet Tartak served this year as the
Executive President of New York DECA, which has thousands of members;
and

WHEREAS, When she was not competing at the international
competition, Sahar Juliet Tartak was busy meeting her constituents and
participating in the national DECA elections; and

WHEREAS, Educational competitions which serve to better prepare our
students for their future participation in the marketplace of ideas are
worthy of praise and support; and

WHEREAS, Poised eagerly with enthusiasm and determined purpose,
Sahar Juliet Tartak now stands honorably, with just pride in her
accomplishments and in eager anticipation of future challenges,
understanding and appreciating the caring counsel and support provided
by her teachers, coaches and parents; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Sahar Juliet Tartak upon the occasion of capturing first
place in the International DECA competition in Atlanta, March 23-26,
2022; and be it further
