Senate Resolution No. 2672

COMMENDING The Very Reverend Dr. Lilia A. Bayne
upon the occasion of being ordained a Bishop of
Triumphant Full Gospel Assembly on May 28, 2022

WHEREAS, The character and richness of religious and community life
in this noble Empire State is nourished and fulfilled through the
faithful concern and selfless devotion of those who would commit their
energies and purpose to the ministry of others; and

WHEREAS, It is the custom of this Legislative Body to bring full
recognition and just tribute to those individuals who distinguish
themselves and the ministry through their unremitting commitment and
preeminence of service; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend The Very Reverend Dr. Lilia A. Bayne upon the occasion of being
ordained a Bishop of Triumphant Full Gospel Assembly on Saturday, May
28, 2022, at Mount Sinai Baptist Church in Brooklyn, New York; and

WHEREAS, Reverend Dr. Lilia A. Bayne has earned a Doctorate of
Christian Psychology, Doctor of Philosophy in Christian Counseling and
more recently, a Ph.D. in Psychology of Christian Counseling from Mount
Olive Bible Institute and Seminary; she also holds an honorary Doctorate
Degree in Ministry from Anointed By God Ministries; and

WHEREAS, As the first female and third sitting Bishop Designate in
the history of Triumphant Full Gospel Assembly (TFGA), an inner-city
church in Brooklyn, New York, Reverend Dr. Lilia A. Bayne is currently a
Senior Pastor; since 2000, she has also served as an Apostle,
ministering to various churches; and

WHEREAS, Reverend Dr. Lilia A. Bayne is bi-lingual and has traveled
to various Spanish speaking congregations; she is the General Overseer
of Ministerio Triunfante en Cristo, and Triumphant Gospel Ministries,
both located in Panama City, Panama, and various other local
fellowships; and

WHEREAS, This kind and compassionate woman is also the Executive
Director of the Triumphant Breakthrough Food Pantry, which has been
feeding the hungry for 32 years; and

WHEREAS, In addition to her leadership role in the Church, Reverend
Dr. Lilia A. Bayne is a published author, Certified Professional Life
Coach and educator; and

WHEREAS, Reverend Dr. Lilia A. Bayne published her first book
entitled, The Color of Glory, and Season Nuggets, written by her mother,
the late Reverend Dr. Eleonora Joseph, and is currently writing her
second book entitled, Season Memories; and

WHEREAS, For 35 years, Reverend Dr. Lilia A. Bayne served as both
founder and Executive Director of TFGA's daycare and pre-kindergarten

school known as Triumphant Dear God Christian Center (TDGCC), which was
also an active and licensed participant in Pre-K for All sponsored by
the New York City Board of Education for 15 years; and

WHEREAS, Furthermore, Reverend Dr. Lilia A. Bayne holds the title of
President of the accredited Empowering Leaders Bible Institute and
Seminary (E.L.I.) located in Brooklyn; and

WHEREAS, With her throughout have been her husband of 53 years,
Bishop Dr. Melvin E. Bayne Sr., their three children, and two
grandchildren, all of whom feel privileged to be a part of her life and
rejoice in her achievements; and

WHEREAS, For many years, The Very Reverend Dr. Lilia A. Bayne has
brought to her ministry an overwhelming spirit of charity and
compassion, acting from vision and enlightenment in conducting her
administrative and spiritual duties, while always displaying the highest
standards of personal and professional integrity and dedication; and

WHEREAS, This distinguished woman of God has always given
enlightenment, guidance and wisdom to the many entrusted to her care and
has administered abundantly and unstintingly to the spiritual and
corporal needs of all; and

WHEREAS, It is the sense of this Legislative Body that when a person
of such noble aims and accomplishments is brought to our attention it is
appropriate to publicly and jubilantly proclaim and commend that
individual for the edification of others; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend The Very Reverend Dr. Lilia A. Bayne upon the occasion of being
ordained a Bishop of Triumphant Full Gospel Assembly, noting her
unremitting and compassionate faith and her exemplary service to God and
her community, and extending to her the heartfelt best wishes of this
Legislative Body for a future of purposeful success and well-being; and
be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to The Very Reverend Dr. Lilia A. Bayne.
